Operating License No. DPR-73 Docket No. 50-320 Recovery Operations Plan Change Request No. 41 Attached for NRC review and approval is Recovery Operations Plan Change Request (ROPCR) No. 41. This R0PCR proposes a change to Sections 4.9.12.1.e and 4.9.12.2.e to allow use of local d/p indicators, in addition to those located in the Control Room, for determining differential pressure in the Auxiliary and Fuel Handling Buildings.
Per the requirements of 10 CFR 170, an application fee of $150.00 is enclosed.

' Docket No.:50-320 Recovery Operations Plan Change Request (ROPCR) No. 41 GPU Nuclear requests that attached Recovery Operations Plan (ROP) pages 4.9-2 and 4.9-4 be substituted for the existing pages in the R0P. The purpose is to make an administrative change in R0P Section 4~.9.12.1.e and-4.9.12.2.e

regarding the locations of the d/p indicators for determining differential-pressure in the Auxiliary and Fuel Handling Buildings.
I Recovery Operations Plan Change No. 36 dated April'17, 1987, added Sections 4.9.12.1.e and 4.9.12.2.e.
These sections require GPU Nuclear to verify the-
. operability of the Auxiliary and Fuel Handling Buildings' Air Cleanup Exhaust Systems: "At least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by checking the'd/p alarm or d/p indication in the Control Room."
As noted in the NRC Safety Evaluation attached to License Amendment No. 27, which accompanied ROP Change No. 36, the licensee agreed to the addition of the above requirements. However, in retrospect, the above referenced sections appear to be unnecessarily over-restrictive in that they limit the indication to those located in the Control Room. Both the Auxiliary and the Fuel
-Handling Buildings have local d/p indicators in addition to those located in the Control Room which are suitable for monitoring differential pressure.
Specifically, the local d/p indicators for the Auxiliary and the Fuel Handling Buildings consist of magnahelic indicators which are located at the 305' elevation in the Auxiliary Building and at the 305' elevation in the Model Room, respectively. The magnahelic indicators perform the same function as the d/p indicators in the Control Room. Use of the magnahelic indicators as local d/p indicators is currently authorized by TMI-2 Surveillance Procedure 4211-SUR-3061.01, " Shift and Daily Checks," Revision 2-05, dated' April 22, 1987, which was approved by the NRC.
Thus, the licensee has proposed that the words "in the Control Room" be deleted from ROP Sections 4.9.12.1.e and 4.9.12.2.e to allow the flexibility 4
to utilize either the Control Room or the local d/p indicators in the Auxiliary and the Fuel Handling Buildings.
No Significant Hazards Determination 10 CFR 50.92 states that an amendment to a license involves No Significant Hazards if operation of the facility, in accordance with the proposed amendment, would not:
1.
Involve a significant increase in the probability or consequences of an accident previously evaluated; 2.
Create the possibility of a new or different kind of accident from any accident previously evaluated; 3.
Involve a significant reduction in a margin of safety.
This proposed change merely authorizes use of a currently existing secondary means of monitoring d/p indication for the Auxiliary and the Fuel Handling
Buildings to satisfy existing Technical Specifications requirements and does not request a change in the differential pressure requirement. Thus, use of these instruments to satisfy the Technical Specifications requirement would not change the monitoring frequency and it would neither involve an increase in the probability or consequences of an accident previously evaluated nor create the possibility of a new or different kind of accident from any_
accident previously evaluated. Additionally, providing a secondary means of monitoring d/p indication does not reduce the margin of safety. Therefore, GPU Nuclear concludes that the changes proposed in this R0PCR involve "No Significant Hazards".
Amendment Class Per the requirements of 10 CFR 170, an application fee of $150.00 is enclosed.
