Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Proposed Amendment to the Operating License (PCOL-87/01)
- Fire Protection AECM-87/0046 In its Generic Letter 86-10 dated April 24, 1986, the Nuclear Regulatory Commission (NRC or Commission) stated that a standard license condition,
" requiring licensees to comply with the provisions of the fire protection program as described in the FSAR, should be used to ensure uniform enforcement of fire protection requirements." The Commission encouraged licensees, where necessary, to amend their licenses to incorporate the " standard license condition."
(Generic Letter 86-10 at p. 4.) In accordance with the Commission's request and the provisions of 10 CFR 50.90, System Energy Resources, Inc. (SERI) proposes herein to amend the Grand Gulf Nuclear Station (GGNS) Unit 1 Operating License and its technical specifications.
Specifically, as discussed more fully below, SERI requests (1) the deletion of Operating License Condition 2.C.(23) and the addition of the new standard fire protection license condition (designated 2.C.(41)) and (2) the removal of the technical specifications sections related to fire protection. The proposed deletion of Operating License Condition 2.C.(23) and the addition of Operating License Condition 2.C.(41) are contained in Enclosure 1.
The proposed changes to the technical specifications are contained in Enclosure 2.
contains proposed changes to the Updated Final Safety Analysis Report (UFSAR) which are necessary to support both the changes to the operating license conditions and the removal of the technical specifications sections related to fire protection. The changes to the UFSAR will be incorporated into the next annual update upon approval of this proposal.

Page 2 In Generic Letter 86-10, the Commission stated that as a prerequisite for application for the standard fire protection license condition and removal of the technical specifications related to fire protection, a licensee must incorporate into its FSAR its Fire Protection Program, including the fire hazards analysis and major commitments that form the basis for the fire protection program. SERI has incorporated the Fire Protection Program into its UFSAR. For the purpose of the requested standard fire protection license condition, the GGNS Fire Protection Program is described in Section 9.5.1 (Fire Protection Systems), including Appendices 9A, B and C, of the GGNS UFSAR. Some changes to the Fire Protection Program description will be necessary as a result of both the Appendix R (
Reference:
UFSAR 9.5.1.3) reevaluation and the deletion of the technical specifications related to fire protection. These proposed changes are included as Enclosure 3 to this letter.
SERI is requesting in Enclosure 1 that current Operating License Condition 2.C.(23) be deleted and that the standard fire protection license condition presented in Generic Letter 86-10 be designated license condition 2.C.(41). Designating the standard license condition 2.C.(41) will remove it from the immediate reporting requirements of license condition 2.F.
This ection is consistent with the Commission direction in Generic Letter 86-10 that fire protection deficiencies should be reported pursuant to 10 CFR 50.72 and 73, as applicable. proposes deletion of the current GGNS Unit 1 Technical Specifications related to fire protection. The fire protection features currently described in and controlled by the technical specifications will be transferred to a GGNS administrative procedure. This procedure will be called the Fire Protection Plan and will be controlled in accordance with the technical specification PROCEDURES AND PROGRAMS (reference GGNS Technical Specification 6.8) and the proposed Operating License Condition 2.C.(41).
SERI requests that the present technical specification numbering not be revised to reflect the deletion of the technical specifications related to fire protection since surveillance procedures would have to be revised to reflect new technical specification numbers. When the proposed changes are approved by the NRC, it is requested that the amendment be issued with an open implementation date to allow the Plant Safety Review Committee a period of 30 days to review and approve the revised administrative program for implementation.
In accordance with the provisions of 10CFR50.30 and 50.4, the signed original of the requested amendment is enclosed and the appropriate copies will be distributed. The enclosures provide the justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC).
Based on the guidelines presented in 10CFR50.92, it is the opinion of SERI that this proposed amendment involves no significant hazards considerations.
