NRC-02-86-OO6 Modification No. 2 Page 2 The purpose of this supplemental agreement is to require additional work as part of Task 3 " General Technical Assistance".

I Accordingly, the following changes are applicable.

I A.

Paragraph C.3 - Ggngtal_Tgchnical_Assistancg, is revised to include the work described in the attached Statement of Work.

The effort shall be performed in accordance with the contractor's proposal dated March 31, 1987, incorporated herein by reference.

B.

Paragraph F.4 - Ducatigg_gf_gggt act_Pgriod, is deleted in t

its entirety and the following paragraph is substituted in lieu thereof:

"This contract shall become effective on June 30, 1986, and continue to completion thereof, estimated to occur on December 31, 1987.

Work authorized by this modification shall commence on j

the effective date of this modification and shall be completed by December 31, 1987.

STATEMENT OF WORK i

1.

Upon completion of Task 2,

" System Operation and Demonstration",.the Smithsonian Institution (hereafter referred to as "the contractor"), shall deliver a fully operational

" turnkey system", which shall incorporate modifications identified during the demonstration phase of Task 2.

The turnkey system shall be operated by the NRC Division of Waste Management personnel, with a minimum of guidance from the contractor.

2.

The contractor shall evaluate the operational-performance of the turnkey system during the first two weeks of actual operation, and recommend improvements to the NRC Project Officer (such as improvements to user interface).

Upon receipt of approval from the project officer, the contractor shall implement the specified f.aprovements to work flow procedures, or modify the system software as required.

The contractor shall provide j

detailed operational manuals, which describe the procedures for handling incoming and outgoing documents through the optical disk based full text search and retrieval system.

The contractor I

shall identify specific quality assurance measures to assure the integrity and validity of the database.

4.

The contractor shall conduct a training session for NRC Docket Control Center personnel, in database administration and j

hands-on system operation.

Training sessions shall be held at i

times mutually agreed to by the NRC and the contractor.

5.

The contractor shall provide technical, administrative, and logistical support necessary to conduct a demonstration of the NRC Optical Disk System to State and Indian Tribal representatives, at a meeting scheduled to be held in the Washington, DC metropolitan area in June 1987.

6.

The contractor shall prepare, deliver and install a fully indexed NRC High Level Waste and Congressional-Questions and Answers document database.

In accordance with document header specifications provided by the NRC Project Officer, and requirements of the full text software package, the contractor shall provide assistance in linking the ASCII text with the original image of the document, for both the Questions and Answers, and the High Level Waste databases.

The contractor shall furnish the project officer with a five 1

(5) year cost projection for the operation and maintenance of the NRC optical disk system.

The cost shall be applicable to on-line and microfiche base systems.

8.

The contractor shall assist the NRC in the implementation planning for the establishment of a communications network for the real-time capture and distribution of images.

The planning effort shall consist of a series of meetings with the project officer, to evaluate various communication alternatives.

A summary report of the results of planning meetings shall be included in the contractor's monthly status reports.

9.

The contractor shall provide the necessary personnel to assist the project officer in the installation and operation of two access work stations, (to be installed at a later date), and a single backup system for the current NRC-based optical disk system.

10. It is anticipated that all work required by this Statement of i

Work can be completed within the existing contract term.
