Dear Mr. Moughan:

Your petition, presented to Mr. John C. Hoyle, Acting Secretary of the Office of the Secretary of the Commission on April 2, 1987, has been referred to me for response.

For information, the petition has been placed in the record of the Seabrook proceeding, and has been or will be forwarded to all parties to that proceeding.

In addition, your petition has been forwarded for consider-ation along with other comments on the proposed emergency planning rule change now before the Commission.

The comment period has been extended to June 4, 1987.

As you may know, the Atomic Safety and Licensing Board denied the request of Public Service Company of New Hampshire (PSNH) for a reduction in the 10-mile Emergency Planning Zone (EPZ) for Seabrook.

It is not yet known whether PSNH will seek to submit an amended petition or seek further consideration of its request for a reduced EPZ.

With regard to your request that an independent commission be established to investigate Seabrook's design, construction, management, regulatory compliance and other matters, the NRC would need. specific information related to any of the conditions you mentioned in order to establish a meaningful investigation.

The Seabrook facility has already been the subject of many different safety reviews, inspections and investigations.

If you nave any specific information related to a condition which you believe should be investigated, I would encourage you to provide that information to the NRC to enable those allegations to be reviewed or investigated further.
