Dear Mr. Stello:
In accordance with the Federal Emergency Management Agency (FDM) rule 44 CFR 350, the State of Iowa submitted its State and associated local plans for radiological emrgencies related to the Fort Calhoun Nuclear Power Station to the Regional Director of FDM Region VII for FDM review and approval. The Regional Director completed his final evaluation of the Iowa State and local plans and forwarded them to me on June 29, 1984, in accordance with section 350.11 of the rule. This evaluation was updated February 11, 1987, based on results of joint exercises conducted July 22, 1981, September 15, 1982, December 7, 1983, October 24, 1984, July 24, 1985, and June 25, 1986; and, a report on the public meeting held on February 29, 1984, which explained the site-specific aspects of the Iowa State and local plans; and amndmnts to said plans submitted in February 1986.
Based on NUREX;-0654/FEtM-REP-1, Rev.1, I find and determine that Iowa's State and local plans and preparedness for the Fort Calhoun Nuclear Power Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. Offsite plans and preparedness at that site for the State of Nebraska were approved under 44 CFR 350 on December 17, 1984. The public alert and notification (A&N) system is in place and operational but has not been approved through FDM's verification of the A&N system in accordance with the criteria of Appendix 3 of NUREG-0654/FEfM-REP-1, Rev.1; and, FDM-REP-10, " Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants".
