This Potentially Reportable Significant Deficiency Report is being submitted pursuant to the requirements of 10CFR50.55(e).
It is anticipated that no additional reports will be required.

No indication is provided in the Control Room 1
(CR) to warn operators of' inoperative. status.

Immediate Action Taken Advance Change Notice ACN 0-0068 was written to remove test switch contacts from the affected circuits.
Mr. L. M. Rabenau, Lead Compliance Engineer, Beaver Valley Power Station Unit No. 2, notified Mr. D.
Limroth, NRC Region I, of this concern on April 14, 1987.

Descrpition of Deficiency 2
The test switches in question could render circuits HVCAP, HVCBP, CESAM,.
and CESBM inoperative, which in turn could cause the following equipment to be inoperative:
a.
Unit 1
- 1) CR Emergency Bottled Air System SOVs VS103A1, A2, B1, B2, C1, C2, D1, 02, El and E2.
- 2) CR Fan Intake Dampers VS-D-40-1A & IB
- 3) CR Fan Exhaust Dampers VS-D-40-1C & 1D b.
Unit 2
- 1) CR Air Supply Fans 2HVC*FN241-1A & 18
- 2) CR Air Intake Dampers 2HVC*M00201A & B
- 3) CR Air Exhaust Dampers 2HVC*M00201C & D -

Analysis of Safety Implication Since no indication is provided in the CR of the inoperable status, fail-ure of various safety functions could go unnoticed.
This constitutes a deficiency in plant design which, were it to have remained uncorrected, could have adversely affected _ the safe operation of the plant.

Corrective Action to Resolve the-Deficiency

The test switches fer circuits HVCAP, HVCBP, CESAM,. and CESBM have been removed to preclude the possibilty of inadvertant operationiof these switches.
