SUBJECT:

REQUEST FOR PROGRAM SUPPORT FUNDS Under contract FIN D6051 the Enforcement Action Tracking System (EATS).was developed. It is a database management system written in dBASE III. The system allows users with limited dBASE knowledge to obtain information from the database through menu drive screens.

Further experience and evolving requirements show.that while the system is useful in its present level of development, further modifications are necessary to provide the capability to handle additional information and flexibility for quick access. These features are needed to respond to inquiries from various levels in the NRC as well as GAO and the Congress, to ensure consistency of treatment in enforcement actions, and to improve office efficiency. The system must be expanded to handle additional history data, references to specialized actions, e.g. CALs, referrals to 01, D0J, and D0L, data on time intervals at regional offices, mitigation, and corrective action.

This will require significant restructuring of the program and database to add several fields and to enhance the search capabilities.

- The estimated cost for this work is $14,600. Idaho National Engineering Laboratory, EG&G, developed the present system and is familiar with the project and thus it appears sensible to continue with them. Other than a few hundred dollars remaining in this contract, this Office presently has no program support funds in the financial plan, following the dissolution of the Office of Inspection and Enforcement, IE. Therefore, allocation of funds in the amount of $14,600 for this project is requested.
