He are currently reviewing tne emergency plans for the Washington Public Power Supply System (WPPSS) duclear Project lio. 2 (W;iP-2) (nee Hanford Unit 2) located on the 00E Hanford reservation, Benton County, Washington, about 12 miles north of Richland, Washington. An application for an operating. license was tendared on !! arch 24, 1978. The plant will contain a General Electric BUR 5 reactor with a ?; ark II containment. The designatad exclusion radius is 916 motors and the LPZ radius is 5630 meters (3.1 miles). Thase areas are enclosed within the Hanford reservation. There are no residents withiri a radius of four miles. P.ichland is the designated population center.

Pursuant to the Memrandum of Understanding between tiRR and OSP dated

?!arcn 10, 1977, we hereby request your assistance in the assessment of the energancy preparadness capabilities of the Washington State and local government agencies as they ralate tn tha U'iP-2 plant. The applicant has idantified the relevant agencies to be:

Washington State Department of Energency Services (primary planning agency).

Washington State Department of Social and Health Services (pricary responseagency).

Tne applicant has appended to its application the Washington State Emergency Plan for Fixed Nuclear Facility Incidents dated tiay 1976, identified as Appendix 8 to Annex G of the Washington State Emergency Services Operations Plan.

The Benton/ Franklin Counties Nuclear Incident Response Plan dated June 1976 has also been appended to the application.

In order to verify and supplement the FSAR information, we request the following information:

1.

Verification of the above named agencies and identification of additional State and local agencies, if any, that may have a radiological energency response role in the environs of the WriP-2 facility.

2.

Characterization of resources for cach agency identified above, including manpower and equipment, which would be available for coping with potential emergencies associated with the WilP-2 facility.

3.

We understand that you have concurred in the Stato of Washington's raciological emergency response plans. Please identify the source document (s) which were reviewed.

4.

Indicate whether or not these plans are a coordinated part of the State's general emergency / disaster preparedness plans.
