APPAREHT FALSIFICATION OF RECORDS AT WASHItiGTON HUCLEAR POWER UNIT NO. 2 i
On February 25, 1978 the Washington Public Power Supply System infomed IE, Region V (San Francisco) that the ncchanical and piping installation contractor QA personnel had five docuraent packages pertaining to piping supports which contained one or more falsiflod sito-generated documents.
All of the documents reviewed pertained to non safety-ralated items.
The Rogion V inspector on site was told today that a superintendent, a general forenan,(a clerk and possibly three or more other ecployees of l
this contractor a combine of Wright, Schuckart, Harbor Boscon and Boyce-Crait-CERI) are involved in the apparent falsification of records.
The superintcadent is said to have adultted to falsifying eleven records durjng October to Occccbar of 1977.
Thba contractor has reviewed 1600 pipe hangor packages and told the inspector that 39 forargies stere found. The licensee and the Architectural Enginaer (Curns and P.ce, Inc.) havo jointly reviewed 250 additional packages, and stated that they found fiva fcrgeries and 20 suspected forgaries going oack to August 1977. All of the above reviews have been on non safety-ralated sys te:ts, licwayor, the NRC inspector reviewed 21 safety-related packages of the High Pressure Core-Spray System and found four questionable signatures.
He took the docuucnts for identification to the individual whose name was signed on the documants. The Individual identified only two of the four as his signatura. Tne other two he stated were not his signature. The review of safety-related system and equipcent by the liconsee and his contractors is senaduled to start ir.nodlately.
The superintendent involved alsn worked for Wright, Schuckart, and !! arbor on tno construction of the Portland Canural Electric Conpany Trojan fact-lity and it is possible that other sites could bec.one involved with further investigation.
