A copy of the current RAB technical position is ancibsed for use by WPPSS in developing their final program. Also attached are my couments on the proposed WNP-2 program.

Comments on Proposed WNP-2
-Radiological Environmental !1onitoring Program Table 6.1-1 (1)
Airborne Particulates & Radiofodine:
(a) locations should be relative to WNP-2 (not WNP-1 or 4).
(b) Although there are more sample locations than the minimal suggested, it is not clear that the " community having the highest calculated annual average ground-level D/Q" is to be sampled. The 4.2 mi. ESE location (Taylor Flat) may be appropriate for individuals but it is not clear that Ringold (4 mi. ENE) should not be sampled at all.
(c) It is not certain whether locations outside the exclusion zone but still on the Hanford Reservation are entirely appropriate for monitoring "offsite" populations--
this issue needs to be resolved.

Direct Radiation:
(a) Same comments as (a), (b) and (c) above.
(b) It is uncertain what "13 stations at 22-1/2 sectors" means--is this one more than the first 12, or in addition to?
Where are these locations?
(3)
Soil:
Not required by NRC.
(4)
River Water:
It should be clearly stated that monthly gamma isotopic analyses and cuarterly tritium analyses are to carried out.
(5)
Drinking Water:
(a) Same comments as in (4) above.
(b) NRC no longer requires gross 8 or strontium-90 analyses.
(6)
Ground Water:
Should clearly specify frequency of analyses.
(7)
Sediment:
f No longer required by NRC.

(b) The locations for milk animals are puzzling; does this mean all farms between the SSE and the flE are sampled? What are the approximate distances from UtlP-2?

(l'l ) Cooling Water:
What is _the significance of sampling cooling water from UNP-1 and 4 in th'e WNP-2 program?
