DRAFT A.Robart: des flovember 21, 1977 MEMORAt10UM FOR: Howard K. Shapar, Executive Director Office of the Executive Legal Director Edson G. Case, Acting Director Office of Nuclear Reactor Regulation FROM:

Robert G. Ryan, Director Office of State Programs

SUBJECT:

'WASHINGT0f4 EflERGY FACILITY SITE EVALUATION COUf1CIL (EFSEC)

In a recent communication to this office, Mr. Nicholas Lewis, Chairman of the Washington Energy Facilities Site Evaluation Council, stressed Washington's desire to be advised of NRC licensing activities in a timely and expeditious manner. As the enclosed letter indicates at the top of page 2, the Washington Energy Facility Site Evaluation Council is by statute the cognizant State agency over energy facility siting matters and should be kept abreast of all NRC activities in Washington State.

You may also be aware that similar interest and concern was expressed by many of the States during the recent State Liaison Officers' meeting on October 16 and 17. We are currently reviewing, with the State Liaison Officers, NRC's points of contact with the States.

I will keep you informed of our progress c: this task.

j Incidently, Mr. Robart will be assuming his new duties as regional State Liaison Officer in Region V in January and I would like to encourage you to use him whenever possible.
