Meeting Summary October 17-18, 1973 vith WPPSS, Discussion of Outstanding Post Construction Permit Items.
The Banford No. 2 CP Safety Evaluation Report required that the applicant meet the stress and pressure limits specified in NB-3656 of Section III, ASME Boiler and Preseure Yessel Code (1971) or its equivalent with respect to inactive pumps and valves within the reactor coolant pressure boundary. Da October 17-18, 1974 the staff met with the applicant to discuss resolation of this SER requirement.
It was agreed (Ref. 2) that the applicant samld design the 12 active pumps and valves using the worst temperature and pressure coadition (including emergency and faulted plant conditions) as the design conditions. Raference 1 is a verification of that agreement.
Reference 1 states that the established design temperature of the component exceeds the maximum transient temperature expected to

occur in the component under any system condition.
I believe the design criteria adopted by the applicant for the design of inactive pumps and valves is reasonable and acceptable and is essentially consistent with the staff position relating to plants of the Hanford 2 vintage. This criteria provides adequate assurance that inactive pumps and valves la the reactor coolant. -
