  • =Z A. Giambusso, Deputy Director for Reacter Projects. L 1NRU:

R. 5. Boyd, Assistant Director for Boilleg Nater Reactors, L GENERAL AREA $ OF CONCEAN RAISED BY THE ASLB AT THE PREMEARING CONFERENCE Management guidance is required in preparing answers to two areas of concern raised by the ASLB at the Nanford No. 2 prehearing conference.

These are (1) the design previsions being made on Nauford No. 2 espe-cially in the control twee to take care of radioisotope releases from accidents at other operating facilities en the Nanford Neservation (see attached comment by Dr. Ramich from the Nanford No. 2 prehearing conference transcript Pages 33 and 34) and (2) ubether the total dose at the site boundary (across the river from the Hanford No. 2) from all operating facilities on the Hanford Reservatten i.e. Hanford No. 2. FFTF, processing plants, meet proposed Appendix ! limits for the iodine (see attached comments by Chairman Lazo from the Hanford No. 2 prehearing conference transcript Pages 38, 39, and 40).

1.

Accidents The applicant in response to Question 2.16 discussed the effects the FFTF accidents (documented in HEDL-TE-33 " Radiological i

Evaluation of a Hypothetical Core Disruptive Accident" dated February 1971) had on the Hanford No. 2 control room. This document was available in the PDR. No attempt was made to eval-uate the effect accidents in the processing plant and other Hanford Reservation fact 11 ties would have on Hanford No. 2 since no information was available in the PDR.

We checked with the Operational Safety Beanch and confirmed that the AEC Hanford facilities are not required to meet the *as low as practical" requirement but are governed by AE-NO-524 which is l

equivalent to 10 CFR-20. The applicant is submitting to the board BNWL-1683 plus addendum "Enviresuments Surveillance at i

monitoring outside the reservation. This document will be reviewed to detemine the doses across the river from Hanford No. 2.

There is also available, but not published.1972 monitt.fnC data. The applicant attempted to line up Manfbrd MC operatiot >

people as witnesses to discoss filmre plans and possible projested emission. The chief counsel at kaford legal staff discussed this matter with Bill Masser of OSC and suggested that any MC witnesses should be arrenged for by the staff. In addition, he thought that we shed1d inforu Mr. Milt Shee.

3.

gnagementGuidance We need management guidance en the fellewteg itenst a.

Do we obtain witnesses from the MC personnel at Hanford?

b.

Should Mr. Milt Shaw he brought into our discussions of radioactivity releases and resultant doses en the Hanford Reservation?

c.

To what extent do we discuss impublished accidental and normal radioactivity releases from MC facilities on the Henford Reservation had the fact that the MC facilities 1

kre not at the present time required to meet the "as low as practical" requirement for normal releases.

The hearing is scheduled for January 15, 1973 and we are presently preparing for the hearing. Therefore, we need decisions on these Items as soon as possible.
