Description of Request: Technical Assistance is requested to evaluate the submittal by WPPSS on protection against pipe breaks inside containment.
This is a post-CP item identified in the SER. The pertinent section of the SER is reproduced below for reference.
4.4 Pipe Whip Criteria The applicant's position on pipe rupture criteria agrees substantially I
with the proposed ANS 20.2 " Design Basis for Protection Against Pipe Whip." For piping within the reactor ecolant pressure boundary the proposed criteria postulate ruptures at all terminal points and at any intermediate points where either the cumulative usage factor (fraction of fatigue life to be used) exceeds 0.2 or the elastically calculated primary plus secondary stresses exceed 2.0 times the code allowable

stress intensity. Additional breaks are postulated at one intermediate point between terminal points in each coordinate plane of the piping or branch run in each run with less than three break locations deter-mined on a stress or usage factor basis. Based on the above criteria 8605220448 740411 l

Wo have concluded that implementation of the above criteria will provide acceptable protection against the dynamic effects associated with a LOCA.
Pipe whip was also mentioned in Supplement 1 to the SER as given below.
2.2 Pipe Whip As outlined in section 4.4 of the Safety Evaluation, we have concluded that the applicant's design criteria for protection against pipe whip when implemented will provide acceptable protection against the dynamic effects associated with a LOCA. We will follow the progress of the pipe whip design to assure that the criteria are adequately implemented.
A determination by the staff is required of the adequacy of WPPSS's submittal on protection against pipe breaks inside containment.
