HYDROLOGIC ENGINEERING QUESTIONS HANFORD NO. 2 NUCLEAR POWER PLANT PSAR DOCKET NO. 50-397 1.

Provide the bases for the estimate of the unregulated probable maximum flood (PMF) at the site. If this estimate was supplied by What is the Corps of Engineers, note the appropriate references.

the estimated peak flow rate and corresponding water level at the intake structure for the reservoir-controlled PMF, and its basis?

Provide the estimated controlled PMF hydrograph at the site and the referenced (page 2.4-4) Corps of Engineer Water Surface Profiles RM 323 to RM 395. In addition, provide appropriate docu-mentation (for example, from the Corps of Engineers) that the fed-erally authorized Ben Franklin Dam will have only a negligible effect 4

on extreme flood levels.

2.

It is our understanding that you have undertaken an extensive review of the flood potential from upstream dam failures for a nearby site.

Conclusions and documentation from that study appropriate to the Hanford No. 2 site are required to assure that the information sum-marized in the PSAR provides a suf ficiently censervative design basis. In addition, provide the following supplemental data to j

Table 2.4-1 and Figure 2.4-2, and an appropriate discussion, to sup-port your conclusions that the failure of the dam you have considered l

is the most severe case:

Show the location of all major upstream dams in the Columbia a.

River Basin and tabulate their approxinate river mile; b.

Indicate the type of structure in classes such as (1) earth or rockfill, (2) concrete gravity, (3) concrete arch, and (4) composite concrete-fill; Tabulate the maximum height above streambed and the maximum i

c.

usabic storage available in each structure.

3.

Since the intake structure will house safety-related equipment, it i

must be capable of passing both a PMF and, separately, any flood which could be caused by an upstream dam failure. In addition, assurance should be provided that suf ficient suction will exist on safety-related pumps for the lowest river flow considered reasonably possibic. Provide a cross section through the proposed structure which shows pertinent elevations of the sump, operating floors and l

, all exterior accesses. Discuss the capability of safety-related pumps to operate throughout the range of expected exterior water Icvels.

- 4.

Figure 2.4-5 is noted (para. 2.4.1.1.5) as showing ' the location of Hanford Reservation wells as of about January 1969. Which, if any, of these wells (or others) within four miles of the site are used as a source of potable water supply? Provide estimates of the horizontal and vertical in situ permeabilities of foundation material down to and including the upper portion of the aquifer under the site.
