Philadelphia Electric Company Response to NRC Letter dated October 2, 1986 Concerning Contingency Telecommunications

Dear Mr. Martin:

Your letter of October 2, 1986 requested that -

Philadelphia Electric Company (PECo) provide information regarding the installation of contingency emergency telecommunications equipment at the Limerick Generating Station.

This letter provides the requested information regarding the cost estimate for the pre-installed equipment requested and our position regarding permission to use site and company property for contingency telecommunications.

The requests are restated below, each followed by our response.

Request 1:

We are seeking Philadelphia Electric Company's cost estimate for labor and material to accomplish the following:

o Install three pair of twin lead-shielded cables (equivalent to commercial telephone circuits) from the NRC area of the EOF to the roof of the Plymouth Service Building.

These lines should be terminated at both ends with WE-742 Terminal Blocks (to be provided by the NRC) and should be marked for "NRC Emergency Use Only".

The roof terminations should be enclosed in a weatherproof box to protect them from the elements.

PECo proposes to have installed three pair of twin lead-l shielded cables from the NRC area in the EOF.

They will run from the basement starting with a hinged-cover box up the wall across the suspended ceiling, through the basement and up to the telephone room on"the second floor of the Plymouth Service Building, through the roof to a hinged-cover weather proof box mounted on the south parapet wall, west of the air-conditioning unit.

(Outside work to be in conduit.)

TOTAL S1,350.00 This preliminary cost estimate is provided by H. W.

Lockwood, Electrical Construction, who is the preferred vendor to perform this work.

Request 2:

We are also seeking Philadelphia Electric Company's permission to accomplish the following:

o Permit the NRC to use the roof of the Plymouth Service Building as an emergency communications site.

l-o Permit the NRC to use the Microwave Tower at l

Eagleville as an emergency communications repeater l

link site.

Permit the NRC to use the roof of the Limerick Turbine Building as an emergency communications repeater site.

Response 2:

PECo has reviewed the NRC request for permission to utilize i

the roof of the Plymouth Service Building, the microwave tower at Eagleville and the roof of the Limerick Turbine Building for emergency communications sites.

We have no objections to granting this request subject to the following conditions:

A frequency compatibility study including recommendations for antenna spacing shall be performed by a consultant acceptable to PECo prior to installation of any equipment in order to identify and minimize possible intermodulation distortion effects between NRC and PECo radio systems.

Additional information regarding antenna mounting requirements shall be submitted to PECo for review and approval.

Exact antenna mounting locations shall be specified by PECo.

A procedure shall be established to have appropriate PEco personnel present during each installation and removal of antennas and equipment at the Eagleville Microwave site.

We understand, based on a November 6, 1986 telephone conversation with Mr. Tuccinardi of the NRC, that the radio equipment to be located at Eagleville and Limerick is battery powered and commercial AC power is not required at either site.

We also understand that the radio equipment to be located at Plymouth will require commercial AC power and would be installed within the EOP.

The NRC considers the existing AC convenience outlets in the EOF suitable for the proposed radio equipment.

The frequencies and power levels to be utilized at.each site (as provided by the NRC) during emergency communications are understood to be as follows:

Conclusion:==

PECo agrees to grant the NRC permission to use the Limerick Generating Station Site and company property for its contingency telecommunications equipment in accordance with the provisions of this letter.
