.Y RESOLUTION NO. 1987-31 INTRODUCED BY:
Mayor DeJohn A RESOLUTION URGING THE'PUBLIC UTILITIES COMMISSION OF OHIO.TO DENY ANY POWER-RATE INCREASE REQUESTS ATTRIBUTABLE TO THE PERRY NUCLEAR POWER PLANT, AND DECLARING AN EMERGENCY WHEREAS,. the Cleveland Electric Illuminating Company (CEI) has made application with the Public Utilities Commission of-Ohio (PUCO) for a 20% rate hike request aof 257; million dollars. oOf the amount, 178 million dollars 11s attributable to costs associated with the Perry Nuclear Power Plant; and
- WHEREAS, future costs would-increase.
It is estimated that the inclusion of Perry's costs may eventually add a total of 425 million dollars a year, resulting in an-overall rate increase of more than 30% to CEI customers; and
- WHEREAS, it would be unfair and unjust for PUCO to grant that portion of CEI's rate increase request attributable i
to Perry's cost and will result in a " rate-shock" situation to subscribers.
L NOW THEREFORE, BE IT RESOLVED by the Council of the City of Mayfield Heights, State of Ohio:
Section 1:
The Council of the City of Mayfield Heights hereby. urges the Public Utilites Commission of Ohio to deny any rate increases attributable to the Perry Nuclear Power Plant.

Section 3:
That-it is hereby found and determined that all formal actions of this Council, concerning and relating to the passage of this resolution were adopted in an open meeting of this
- Council, and that all deliberations of this Council and of any of its committees on or after November-28,

that resulted in such formal
- action, were in meetings open to I
the public in compliance with all legal requirements, includ-ing Section.121.22 of the Ohio Revised Code.
Section 4:
That this resolution is hereby declared to be an. emergency measure necessary for the preservation of the public
- peace, health and safety and for the further reasons stated in the preamble hereto, which is made a part hereof.
Wherefore, this resolution shall take effect and be in force from and after its passage by Council and the signature of the Mayor.
