This office has received your pleading dated August 25, 1986 and cap-tioned: " PETITION BY R.L. ANTHONY TO THE SECRETARY FOR LEAVE TO INTERV FOR A HEARING ON PECO'S APPLICATION FOR AN AMENDMENT OF LICENSE NP

8/19/86." As I am sure you are aware, this filing is premature. When the NRC Staff has reached a decision on the application in question, a notice will be published in the Federal Register informing interested persons of their hearing rights, and indicating the procedures for filing petitions. Until that time, the Conmission cannot act on your request.

The Office of the Secretary will hold your filing until the Staff has issued its Federal Register Notice. At that time we will formally forward the petition to the Chairman, Atomic Safety and Licensing Board Panel (ASLBP) for appropriate action. However, in the interim, I will send a copy of your filing to the Office of Nuclear Reactor Regulation and to the ASLBP for their

information.

changes to the Limerick Technical yb ecifications regarding reports of iodine spikes.."

We hereby enter our petition for a hearing and leave to intervene in opposition to the granting of this amendment. We set forth below the bases for our intervention as required by 10 CFR 2 714

1. Nature of our right under the Act. We have demonstrated our interest in our individual health and financial situation as a result of the opera-tion of the Limerick nuclear plant and the dangers to us and the public in general. We have studied the dangers for more than five years and have served as an intervenor in the licensing process. We are customers of PEco and live about 25 miles from the plant and have occasion to travel within its EPZ.
2. Because of PECo's unreliable operation of the Limerick plant we a:e in constant danger of an accident at the plant which could release radio-active poisons which could result in our poisoning and possible death,and that of members of our family, business associates and friends. We are aware of the deadly effects of iodine releases as witnessed by the deaths and illness of Soviet citizens and other Europeans as a result of the accidental releases from the Chernobyl reactor accident in May 1986.

The full effects of this poisoning in Europe and worldwide are not yet known.

3.Possible effect of an order. If the NRC were to issue an order grant-ing this amendment y the dangers already threatening us from routine re-leases and accidental releases of radioactive materials from Linlrickwou d cabse plus the d8n;er of a nuclear emergency with possible meltdown,3the threat to our health and lives to be v a stly increased. We would doubtless be forced into a decision to move from the area with the consequent finan-cial loss from selling our property and business and job connections .The social losses of family and friends would also be severe.
