Butler, Chief, Light Water Reactors Branch No. 4, DPM POTENTIAL DELAY IN SUBMITTAL OF W3P-2 OL APPLICATION AND S SECTION 50.55(e)(3) DESIGN DEFICIENCY REPORT Mr. Chitwood of the UPPSS organization phoned R. Paare11 on March 9, 1976, to discuss the best course of action wtalch miRht be pursued by kTPSS regarding the tendering of their OL application for WNP-2 (formerly llanford 2).
I phoned !!r. Celhaus Licensing Engineer for WNP-2, of kTPSS who returned my call on liarch 12, 1976.
Mr. Gelhaus indicated that the WNP-2 OL application, with som exceptions, would be ready for submittal by July 15, 1976. To determine the extent of these exceptions. I asked Mr. Celhaus to indicate the sections of the FSAR which could not he ready by July 15, 1976. These TSAR sections, listed below, are being prepared by CE.

. MAE 17 1976 on July 15, 1976. This submittal would contain all the information requested in Revision 1 to the " Standard Format and Content for SAR's" but would not contain, in those sections cited above, all information requested in the Standard Review Flan (Revision 2 to the Standard Format).
Their second option would be to wait until the beginning of September 1976 before tendering the WNP-2 OL application, at which time they believe they can supply all the information requested by the Standard Revic's Plan.
tir. Gelhaus stated that the WPPSS organization would nake its decision regarding their course of action after discussing the matter with the Division of Project Management. The dates suggested by Mr. Celhaus are !! arch 22 or 23,1976.
I should like to note that Mr. Gelhaus indicated in this phone conversation that while the estinated fuel load date in still January 1, 1979, it is anticipated that there will be some slip in this date as a result of the recent dismissal of the contractor (wvne & Crail) and the tina delay associated with obtaining a replacement.
Finally, Mr. Gelhaus indicated that the report which will respond to the staf f requent of April 1975 for information regarding the dynamic pool loads for the k*NP-2 Mark Il containment, will be submitted by tarch 19, 1976. This report will also be submitted pursuant to Section 50.55(e)(1) of 10 CFR Part 50 which requires the holder of a Cr to submit a written report on a reportable deficiency within 30 days of notifying the regional Office of Inspection and Enforcement. This latter action was taken on February 27, 1976 pursuart to Section 53.55(e)(1)(ii) of 10 CFR Part 50.
It is anticipated that a TAR requesting NRC staff review of this matter will be written since kTPSS may requent staff anproval prior to implecenting the proposed design fix.
