Conduct of Opcrations input for Safety Evaluation Ecport for the Hanford-2 plant of the Washington Public Power Supply System Organization e.nJ Technical Qualifications The Washington Public Power Supply System (WPPSS) is the applicant for a construction permit for a 3323 MWt (core) boiling water reactor facility to be known as the Hanford No. 2 Nuclear Power Plant. This facility is to be located within,the Hanford reservation of the United States Atomic Energy Cocaission in Benton County, Washington, approximately twelve miles north of the city of Richland.

WPPSS is the owner and operator of the Hanford No. 1 plant, which is an cicctric generating station taking steam from the Hanford New Production Reactor. The applicant has described his management and proje.t organi-zation and has identified the General Electric Co. as the nuclear steam system supplier and turns and Roe, Inc. to provide engineering and con-

struction management services. He has also identified Westinghouse Electric Corporation as the turbine-generator supplier, and R. W. Eeck and Associates as consulting engineer, and S. M. Stoller Corp. as nuclear 4

fuel consultant.

We conclude that the applicant, his contractors, and consultants are i

collectively technically lualified to design and construct the Hanford No. 2 plant.

The applicant has proposed to operate the Hanford No. 2 plant with a i

complement of 64 persons, divided into Oycrating, Technical, Maintenance, i

l and Clerical groups. A plcnt Superintendent will be assigned overall i

-, operating responsibility for the plant, reporting directly to the WPPSS Project Manager.

The Operations group wil1 consist of 23 persons under an Operations

~

Supervisor. Six members of this group are intended to hold Senior Reactor Operator Licenses, nine will hold Recctor Operator Licenses, and nine will not require' licenses. Four additional members of the plant management and technical staff are intended to hold the Senior Reactor Operator License, including the Plant Superintendent. Each shift operating crew will consist of a Shif t Supervisor, two licensed control operators, and two non-licensed journeyman operators.

The Technical support group, under a Technical Supervisor, will consist of nine additional persons including a Nuclear Engineer, a Performance Engineer, an Instrument and Controls Engineer, and a Radiation Protection and Radiochemical Engineer.

The Maintenance group, under a Maintenance Supervisor, will consist of 23 additional persons, including electricians, instrument technicians, mechanics, and laborers and their respective foremen.

We conclude that the plant staf f cperating organization plans proposed by the applicant are adequate to provide for safe opcration of the plant.

Selection and Traininn of Personnel The~ applicant has indicated his intent to meet the retuirements of American National Standards Institute N18.1, " Standard for Selection and Training

The tentative training schedule provided by the appitcant covers all plant staff personnel and includes (1) a basic nuclear course, (2) nuclear power plant observation, (3) boilinr. water reactor technology, (4) power plant sin.ulator, and (5) plant familiarization training for all personnel to be licensed. l.dditional courses are scheduled in special technical areas. The overall schedule provides assurance that the applicant understands the scope and magnitude of the training required.

Emerrency Planninn The applicant has outlined the developtacnt of an eraergency plan for the lianford No. 2 plaat which addressca the elements required by 10C7n50.3'+

The full plan will be availabic prior to initial operator license examinations and will b e conpatibic with emergency plans aircady in existence at the llanford site.

Industrial Securit y The applit ant has made a coariitment to the development of an industrial security plan which is responsive to current AEC guidance and which will be fully ef fective as of the time of initial fuel loading. Security of
