Roy, Chief, Field Coordination and Enforcement Branch, IE:HQ MARK 11 C0f4TAlfiMEfiT - DESIGfi DEFICIDiCY Oil WriP-2 T.he attached letter from the Washington Public Power Supply System describing a design deficiency in their BWR Mark 11 containment was submitted to this office in accordance with 10 CFR Part 50.55(e)(2).
This situation already has been the subject of much discussion and correspondence between liRR and the licensee, General Electric Company, and other affected licensees and their A/E's. The resolution of this matter directly with fiRR as suggested on page 2 of the WPPSS letter appears logical and reasonable. Therefore, it is recommended that IE:HQ formally transfer lead responsibility for this item to fiRR. This will enable the licensee to furnish the many additional reports required by Part 50.55(e)(3) directly to fiRR.
Please advise us of your decision so that we can advise the licensee on report submittal.
