NUCLEAR GROUP POLICIES PAos 1 or 2 UNESCORTED ACCESS EA a "# 10/30/86 The regulations concerning the operation of a nuclear facility require that personnel who are granted unescorted access to pro-tected areas within that facility fulfill certain requirements prior to HL&P granting that pr3vilege and on a continuing basis thereafter in order to maintain approval for unescorted access. The purpose of this document is to set forth the HL&P Nuclear Group policy regard-ing those requirements as they apply to HL&P employees.

The requirements for unescorted access are the successful com-pletion of:

A. Drug and Alcohol Screening (See Note 1)

B. Psychological Assessment j C. Background Check (See Note 2)

D. Observation Program (See Note 3) .

The HL&P Nuclear Group shall ensure that these requirements be fulfilled by all employees, applicants for employment, or transfers whose particular job requires unescorted access to protected areas at the South Texas Electric Generating Station. No exceptions are i parmitted.

o Immediately upon determination that an employee has not satis-fled the psychological assessment requirement for unescorted access,  !

i the employee will be denied unescorted access and be placed on thirty (30) calendar days administrative leave with pay. During that period, the employee may elect to pursue the following options j or may elect to resign to accept a severance package, the terms and  ;

' conditions of which will be determined by the Human Resources ,

j Department.

To ensure fair and equitable treatment to any employee who does

! not fulfill the psychological assessment requirement for unescorted

! cccess, HL&P shall:

A. Review other possible assignments at the South Texas Nuclear Generating Station which do not require un-escorted access; i

B. Review other possible assignments and effect a transfer, if appropriate, elsewhere within HL&P in i accordance with Company policies and precedures;

! C. If these steps are unsuccessful, the employee will be terminated unless approved for Long Term Dis-ability or Leave of Absence.

Should any employee who is accordingly denied unescorted access refuse to be considered for any job or reject a job offer, that employee will be terminated without further consideration.

NOTES:

1. Successful completion of Drug and Alcohol Screening is required prior to granting of unescorted access and thereafter on a random basis for all personnel who require unescorted access to protected areas.
2. After unescorted access has been granted to any employee, should any relevant background information be discovered which was not available during the pre-employment process, the matter will be investigated and may result in the employee's termination.
3. Should any employee be considered to be impaired or other-wise unfit for duty as a result of Behavioral Observation that employee will be required to submit to Drug and Alcohol Screening and/or Psychological Assessment.
