SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.1pn TO FACILITY OPERATING LICENSE NO. DPR-50 PETROPOLITAN EDISON COMPANY JERSEY CEnIRAL POWER AND LIGHT COMPANY PENN5YLVANIA ELECTRIC COMPANY GPU MUCLEAR CORPORATION THREE MILE ISLAND NUCLEAR STATION. UNIT NO. 1 DOCKET NO. 50-289 INTRODUCTION By letter dated July 29,1986(ascorrectedonAugust 21,1986). GPU Nuclear Corporation. (GPUN or the licensee) requested amendment to the Technical Specifications (TSs) appended to Facility Operating License No. DPR-50 for the Three Mile Island Nuclear Station. Unit No.1 (TMI-1). The proposed amendment 4
would change the administrative section of TS to revise certain unit staff organizational responsibilities and titles, and clarify operator license j
requirements for shift personnel.
EVALUATION Each of the proposed TS changes are evaluated individually in the following text. The NRC has concluded these changes are administrative in nature and are acceptable as described below:

Position of training coordinator is deleted. This position was created to coordinate the development of training programs for the operations and maintenance departments. These training programs have been fully developed and implemented and the responsibility for continuation of the training programs will lie with the individual department managers and the training department. Therefore, the position of Training Coordinator is no longer required. This change does not result in any reduction in training requirements.
2.
Title of the " Radiological Controls Foreman" in Figure 6-2 is changed to
" Field Operations Supervision." This change is to make this position title at TMI-1 consistent with the corporate organizational philosophy of GPUN. Field Operations Supervision is a generic designation encompassirg seve al levels of Radiological Controls management. The functional duties and qualifications of the Radiological Controls Supervisor will be consistent with those of the Radiological Controls Foreman.

References to " Type of License (R0 or SRO)" are deleted from the Shift Supervisor, Shift Foreman and Control Room Operator boxes on Figure 6.2.
l This change is intended to remove some confusion which has existed; it-makes no change to the license requirements for these positions.
i TechnicalSpecification6.2.2(a), Table 6.2.1,andTechnical Specification 6.2.2(d) still identify the minimum shift crew composition and types of licenses to be held by these individuals.

Title of " Manager, Plant Operations TMI-1" is changed to " Plant Operation Director, TMI-1." This is to reflect the additional responsibilities of this office, and the particular individual's i
promotion within the company.

Plant Chemistry Manager, TMI-1 is placed under the authority of the Plant Operations Director, TMI-1. This change reflects completion of Plant Chemistry Department upgrades. With return to operation of TMI-1, this department is being placed under control of the Plant Operations Director. TMI-1.
The staff has evaluated the proposed changes to the Technical Specifications and concludes for the reasons stated above that these changes are administrative in nature and do not alter the functional duties of the TMI-1 unit staff. Therefore, these changes are acceptable.
ENVIRONFENTAL CONSIDERATION This amendment involves changes which are administrative in nature in that they revise organizational responsibilities and titles in the administrative section of the Technical Specifications. Accordingly, this amendment meets the eligibility (criteria for categorical exclusion set forth inPursuant to 10 CFR 51.22(b) 10CFR51.22(c)10).

j CONCLUSION The staff has concluded, based on the ceuiderations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Cosmission's regulations and the issuance of this amendment will not be inimical to the cosmon defense and security or to the health and safety of the public.
