_ July 23, 1985 g,7g hin,,1. y bbife MEMORANDUM FOR:

W. S. Little, Director, Braidwood Project FROM-R. D. Schulz, Senior Resident Inspector, Braidwood SUHJECT:

REPLY TO W.

S.

LITTLE MEMORANDUM, JULY 19, 1985 I ca not unhappy with the Region's, handling of the Braidwood corrective action programs, including the Material Traceability Verification Program (MTVP).

Your decision to assign DRS personnel to the corrective action programs is in line with NRC policy, and as in the past, I will continue to be eupportive of NRC management and positions reached as a result of DRS inspections and evaluations.

However, I would hope that the DRS personnel which resulted from a finding acaigned to a major corrective action program, id ntified by the resident inspector, would work closely with the resident.

Tha background of the finding and the detailed f acts of the corrective action or years, as in programs have been followed by the site resident f or months, the case of the MTVP.

1985.

My concerns with the MTVP relate to the CECO presentation on June 25, Tho meeting was a public meeting.

Some of their comments did not appear to be totally accurate and in order not to give Regional Management an incorrect picture, I presented some questions that were designed to bring out all the factual information._ As we discussed in our meeting July 19, 1985, I understand you were not happy with my questions.

The residents, Len McGregor and myself, did request a meeting with Regional Management prior to the formal public meeting.

I believe my questions were in the interest of public health and safety.

My onl y di ssatisf actio,n with NRC management is that negative comments surface recognition for positive perfo.mance has not been provided, r

roedily, however, as indicated by my past performance appraisal in relation to the findings I have identified while assigned to Braidwood.

Of course, all actions or positions taken by the SRI will always be based on tho protection of'public health and safety.
