ULNRC-1401 INSPECTION REPORT NO. 50-483/86019 This responds to Mr.

F. Warnick's letter dated k)

October 17, 1986 which transmitted the report of the I

inspection conducted at Callaway Plant during the period August 1 through October 4, 1986.

Our response to the item of noncompliance is presented below.

None of the material in this response is considered proprie-tary by Unior. Electric Company.

(50-483/86019-01) SEVERITY LEVEL IV VIOLATION Technical Specification 3.7.10.2 requires that the Pre-Action Sprinkler System be operable for the protection of cable trays in the auxiliary building, 2000 foot eleva-tion.

This area is identified as an area containing redun-dant systems or components which could be damaged.

Action statement a. requires that with a Sprinkler System inoperable, within one hour establish a continuous fire watch with backup fire suppression equipment for those areas in which redundant systems or components could be damaged.

Contrary to the above, for 31 hours3.587963e-4 days <br />0.00861 hours <br />5.125661e-5 weeks <br />1.17955e-5 months <br /> between 1526 on Septem-ber 8, 1986 and 2039 on September 10, 1986, the Pre-Action Sprinkler System in the auxiliary building, 2000 foot elevation was inoperable and a continuous backup fire watch was not established during this period.

Response

Corrective Actions Taken And The Results Achieved The blown fuse which rendered this pre-action sprinkler system inoperable was replaced on September 10, 1986.

This cleared the trouble alarm and restored the system to operable status.

i Page 2 of 2 The responsible fire protection engineer was counseled on September 23, 1986 on the importance of referring to design drawings when making operability determinations.

The significance of this event, and the need to utilize the design drawings in the future were acknowledged.

A letter was issued on October 2, 1986 to shift supervisors and operating supervisors to emphasize the importance of a complete evaluation of Fire Protection System alarms.

This has resulted in an increased awareness of the Fire Protection System alarms by operations personnel.

Corrective Action To Be Taken To Avoid Further Violations The alarm response procedure for the main Fire Protection System control panel will be revised to provide the neces-sary information needed for acceptable alarm responses.

In addition, a design change associated with the human factors aspect of this panel relative to the types of alarm inputs versus window engraving is being evaluated.

The alarm response procedure will be revised by December 31, 1986 and the design change request will be evaluated by December 15, 1986.

The Date When Full Compliance Will Be Achieved Full compliance with the Technical Specification 3.7.10.2 for this pre-action sprinkler system was achieved at 2039 on September 10, 1986.

Union Electric corrective action will be completed by December 31, 1986.
