OVERVIEW During the month of October, discharges were made from discharge paths 001 (main circulating pumps), 001-A, 001-B, 001-D, 001-E, 001-F, 001-G, 001-H, 001-J, 001-K, 001-L, 002, 003, 004, and 006. 1 No discharges were made from discharge paths 001-C, 001-I, 005, and 007 through 013. i On October 9 Domestic Waste Pump Station #6 overflowed during flushing of the sewer lines to the Administration Building. Raw sewage entered drainage systems leading to Discharge 005 and 006. Flow tn Discharge 005 was blocked at Patton Flat with sand, and no discharge to the ocean occurred. Flow through Discharge 006 i was similarily terminated after one hour. It is estimated that approximately five gpm were discharged into the ocean through i i Discharge 006 prior to termination of the release. Potentially i contaminated areas were flushed with firewater and vacuumed into trucks that offloaded at the leach field. Ed Jankowski of the Regional Board Staff was informed of the release on October 9. j^ discharge point by on-site biologists indicated no adverse No special samplings were required and inspection of the i effects. On October 14 the Turbine Building Sump (TBS) overflowed into j Discharge 001-F, bypassing the Oily Water Separator (0WS), due to j operator error. The 0WS was in mandal position instead of j automatic. Sample analysis indicated that discharge limits were ] not exceeded. On October 21, approximately 10,000 gallons of Hotwell rinse water were released to Discharge 001-F. Subsequent analysis of a prerelease sample collected from the rinse indicated 28 ppm of non-filtrable residue (NFR, limit 30 ppm) and 3 ppm of grease and oil (limit 15 ppm). It is likely that the NFR was predominantly iron oxide, which does not present an environmental hazard. Bill Leonard, Regional Board Staff, was notified of the release on October 21. In ell cddes, chemical, radiochemical, and toxicity analyses were 4 performed in accordance with chemical analysis procedures contained in the Diablo Canyon Power Plant, Units 1 and 2 Plant Manual, Volume 8, by State approved laboratories, or by laboratories meeting the requirements specified in the California Regional Water Quality Control Board Central Coast Region " Standard Provisions and Reporting Requirements" dated January 25, 1985. l SUMMAPY OF MONITORING PROGRAM l A. Monitoring of Plant Influent and Effluent 1. Results of monitoring of plant influent and effluent in October are reported on Form Q-2's found in Appendix 1. I i

2. A static bioassay of Discharge 001 was performed on October 6,1986, ( Appendix 2). B. Monitoring of Receiving Waters 1. Ecological Studies at Diablo Canyon Ecological studies in accordance with the Thermal Effects Monitoring Program (Provision D.4) continue. 2. Sediment Analysis Sediment samples are collected in August. 3. Aerial Photography of Kelp Beds Aerial photography (infrared film type 2443) of kelp beds in the vicinity of Diablo Canyon were taken on l October 2, 1986. Color transparencies of the photos are included in Appendix 3 (Regional Board copy only). 4. Surface Water Temperature Surface water temperatures were measured October 10, 1986, and are reported in Appendix 4. 5. Stratified Water Temperatures Stratified water temperatures are presented in Appendix 5. A map is included showing station locations. 6. pH and Dissolved Oxygen of Receiving Waters Results of pH and dissolved oxygen monitoring in the receiving waters is provided in Appendix 6. Also included is a map of station locations. 7. Incident Light Measurements Incident light measurements are reported quarterly in reports submitted in January, April, July, and October. 8. In situ Bioassay Results of the Mussel Watch program will be reported to the Board directly from the California Departnent of Fish and Game in their periodic report for this program.

Spatial and temporal variation in kelp beds offshore of Diablo Canyon Power Plant is documented using aerial infra-red (IR) photograghy. Kodak IR //2443 film is used. The scale is 1 inch equals 750 feet. The IR film duplicated in 35mm slide format for reporting proposes. Slides are numbered and a flight index map is also included. ) A towable electronic bathythermograph (TOWED-BT) was used for thermal plume mapping. The TOWED-BT is self-contained underwater unit. The MICOM-BT uses a platinum resistance, pressure independant temperature sensor. The sensor a response time of.25 seconds, with a accuracy of i.050C. A oil filled strain gauge pressure transducer accurate to.3% is used to determine depth of the insturment. Temperature and depth data are collected at 5 second intervals. All data is recorded in a internal IC memory circuit. The positions during the thermal plume mapping were determined with a Motorola MiniRanger III system. The MiniRanger III system is a range-range navigation system, with an accuracy of 0.5 m when used with a data processor. Data was retrieved after the test using a photomagnetic coupler and microcomputer. Temperature and postion data were then merged and surface isotherms were computer generated.

APPENDIX 6 pH and Dissolved Oxygen of the Receiving Waters October 8-9, 1986

~ _ _ _ _ _ _. l Dissolved oxygen and pH levels were measured at 12 stations offshore of Diablo Canyon (Figure 1). A hydrocast array of Frautschy bottles was used i t to collect water samples to determine pH levels and dissolved oxygen concentrations. These samples were collected just below the surface, at i mid-depth, and at 0.5 m above the bottom. The dissolved oxygen samples were immediately preserved with alkaline iodide azide and manganous sulfate. Samples were then transparted to the onsite oceanography laboratory for processing. Dissolved oxygen l concentrations were determined using a Standard WinklerTitratiIn,AzideModificationMethod.ThepHmeasurementswermade with an Orion Model 407A pH meter.
