Dear Mr. Davis:
This letter provides Commonwealth Edison Company's response to the inspection documented in reference (a) conducted by Messrs. F. A. Maura and R. Mendez from May 25, 1986 through January 29, 1987. Specifically this response answers the concerns of Open Item 86023-01 which addresses the containment integrated leak rate testing (CILRT) for Braidwood Station Unit 1.
Reference (a) states that during the preliminary exit meeting of May 30, 1986 Commonwealth Edison Co. was informed of the need to obtain NRR acceptance to perform Type A tests with the leak chase channel plugs installed and that as of January 29, 1987, we had taken no action on this item. Braidwood Station policy is to give prompt and serious attention to regulatory matters. The minutes taken by Commonwealth Edison employees who attended the May 30, 1986 meeting show no mention of this matter, nor had this item been discussed with the Braidwood Station ILRT Director prior to January 29, 1987.
It is our position that it was in the January 29, 1987 time frame where we were first notified of this item.
Open Item 86023-01 requires Commonwealth Edison Co. to submit to NRR the justification for performing a Type A CILRT with the leak Chase channel plugs installed.
In response to this item the justification was forwarded to NRR, via reference (b), for their review, please address any questions concerning this item to this office.
