Dear Congressman Roth:

This is to acknowledge receipt of your March 31, 1987 letter, to which you attached some additional correspondence from Mr. and Mrs. Tony Marini regarding the release of. funding for NRC inspection work. The letter from the Marini's indicates that needed inspection work is not being'done because funding is not being made available. They state:

"Our son works with NRC as a private consultant in nuclear plant inspections. He has not worked since May of 1986

.because of no funding."

Their son, Mr. Bill Marini, is neither a consultant to nor contracted with the NRC, but has served in the past on a part-time basis as a subcontractor to one of our technical assistance services contractors. He has been used on NRC inspections a number of times; however, his experience is primarily related to the construction of nuclear facilities, and there has been a sharp decrease in nuclear plant construction in the past several years.

NRC inspections are primarily done by NRC personnel. Contract technical.

assistance is sometimes used for specialized areas in which NRC either lacks sufficient expertise or the NRC expertise is not readily available. Such technical assistance is used in support of team inspections which augment the efforts of the resident inspectors and the region-based staff we use to oversee the routine inspection program. With regard to the release of funds for inspection work, sufficient funds are available, and have been available in the past, for required technical assistance. However, we cannot guarantee exten-sive or frequent employment for Mr. Marini or any other technical assistance specialist because the need for and timing of team inspections are affected by the nature and number of plants experiencing the need for such efforts.
