October 21, 1986 A.D. Miosi letter to H.R. Denton In reference (a), Commonwealth Edison provided a commitment to test all carbon, furnished prior to 1985 as part of the original specification for atmospheric clean-up filter units, to the requirements of Table 5-1 of ANSI N509-1976.

Reference (a) also provided a commitment to test all replacement carbon or original carbon furnished in 1985 or later to the requirements of Table 5-1 of ANSI N509-1980 with the exception that the laboratory test for methyl iodine penetration at 300C, 95% relative humidity will be less than 1%.

Table 5-1 of ANSI N509-1976 requires methyl iodine penetration to be less than 1% and ANSI N509-1980 requires methyl iodine penetration to be less than 3%.

The plant Technical Specifications require methyl iodine penetration to be less than 1%.

Attachment A provides the test results which were discussed with representatives of your staff on November 13, 1986.

As shown, the methyl iodine penetration at 300C, 95% RH exceeds 1% in nine (9) of the ten (10) carbon batch samples tested.

Though this requirement has not been met, use of the charcoal is recommended j

based upon the following:

1.

The ANSI N509-1980 requirements have been met.

All of the l

carbon batch samples at 300C, 95% RH meet the 3% methyl I

iodine penetration requirement as stated in this standard.

2.

The Carbon is tested for greater than 99% efficiency to i

receive 95% efficiency credit in the SER.

The Carbon successfully tested for greater than 97% efficiency j

provides an adequate efficiency and margin to earn 95%

credit.

i In addition, included as Attachment B is a letter from FARR Co. summarizing the test results for the carbon that they have available to fill the last six (6) carbon trays and twenty (20) test canisters under the original Commonwealth Edison purchase order for the Atmospheric Clean-up Filter Units (P.O. 213830).

The material is ANCO Engineers Products Group, Inc. (not North American Carbon, Type G615) and is slightly out of ASTM D4069 requirements for one (1) test value.

The material test data for particle size on the #16 sieve does not comply with the specification requirements.

However, the efficiency of 99.78% is superior and it is not expected that the smaller quantity of carbon on the smaller mesh size will have a significant effect on the efficiency.

As discussed on November 13, 1986, your review and concurrence to use these materials is requested.

There is one (1) value from the actual. material test data that does not comply with the purchase order and specification requirements, it is in the Particle Size Distribution area.

The amount of material retained on the

  1. 18 sieve (39.0%).is slightly out of tolerance of the 40.04 min allowable.

We recommend that the material be accepted as is because of the excellence of the efficiency test results', and the fact that the slightly smaller quantity of the smaller mesh size carbon in insignificant when compared with the rest of the test data.
