ADDENDUM TO INTEGRATED PLAN SEMI-ANNUAL UPDATE N'J. 6 This letter provides an addendum to Consumers Power Company's February 27, 1987 letter which submitted.the Integrated Plan Semi-Annual Update No. 6.

Subsequent to that submittal Consumers Power Company made a commitment to aggressively resolve NRC staff concerns related to the qualification of.

certain cables which serve EEQ listed components. A complete description of our commitment is contained in our April 23, 1987 letter which provided the status of Resolution of Findings from Inspection Report 86-13. As stated in that letter, the commitment to expedite resolution of cable qualification concerns prior to the 1988 refueling outage significantly changed our engineering staff's priorities and will cause delays to other Integrated Plan project schedules. This addendum to the semi-annual update identifies those schedule delays. ~

Issue B-011A: Recommendations for turbine bypass system.

The scope related to this issue consisted of the following actions:

  • Check the integrity of the connection between the hydraulic cylinder and the main valve stem. This action has been completed; the connection was found to be tight, as required for proper operation.
  • Check the tightness of the transducer-to-valve stem coupling. This action has been completed; the coupling was found to be tight as required.
  • Develop a test program for.the hydraulic system. A draft procedure has been prepared but remains in a preliminary stage. No reviews have been performed.
  • Ensure air is purged from the hydraulic system whenever the system is opened for repairs. A method for ensuring that this is performed has not yet.been determined.

-Resolution'of'this issue would make the plantiless susceptible to damage from -

e lightning strikes, thereby improving plant reliability and availability.

Proposed modifications include: .

  • Eliminate 1the routing of DC alarm circuits'to the well house.

  • Add surge. arresters on each phase of the power' leads for the'well pump.
* -Ensure the stack ladder and platforms are properly grounded.

  • Modify the grounding of the meteorological system.

  • Modify lightning protection for the-stack. ,

The design package for the modifications discussed above has been reviewedand-approved. The modifications were scheduled to be completed by June: 30,' 1987.

Because'of the outage' required to complete the replacement of cables serving-EEQ listed components, the modifications may not be completed by.that time. A new target.date of October,31,~1987 has been. established.-

In addition to schedule delays for the two issues discussed above', other issue- i l' -resolution dates may be impacted by Consumers Power Company's desire to fully L utilize plant shutdown time. This has dictated a need to shift work I priorities for the entire plant staff.. Other resulting schedule' changes for--

resolution of integrated plan issues will-be reported to the NRC'in accordance-I with provisions of the Integrated Plan.
