Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 Suppicment I to NUREG-0737 Emergency Operating Procedures Generation Package In Reference (1), Northeast Nuclear Energy Company (NNECO) indicated that we had always intended to train all operators on major revisions to the Emergency Operating Procedures (EOPs) prior to implementation of these revisions.
In addition, we informed the NRC Staff that the Millstone Unit No. 2 Emergency Operating Procedures Generation Package (PGP) would be revised to clarify this item and submitted to the NRC Staff by February 26, 1986. Accordingly, Section 2.7.f has been added to the PGP and is included as Attachment No.1.
We trust that this submittal adequately resolves this item.

Sinulator Instruction Use of the simulator will provide each operator the " hands on" experience of using all the EOP under control rocm operating conditions.
This allows the operator to observe the effects of various actions and non-actions.
Initial upgraded EOP training was perfonned on the C-E training sinulator. Differences between the sinulator and MP2 are discussed at the beginning of each sinulator portion of the training.
NNECo is building plant specific sinulators to be used in future operator training.
Scenarios are selected which provided the widest possible exposure of the operator to the EOPs.
Scenarios are nunipulated to pInvide the maxinum EOP training benefit.

Examination Tests will be administered to check that tio necessary information has been learned. This will include:

Written examination at the conclusion of classrocm presentation.

Final EOP Revision Training 1
Specific nujor revision to the upgraded EOPs occurring after inplementation may require additional operator training.
The Operations Supervisor, in conjunction with the Nuclear Training Department, will determine the need for and scope of any follow-up l
training ef forts on E0P revisions.

%e process followed in revising, reviewing, and approving the EOPs and supporting documents nust be clearly defined.
De process is not unique to EOPs, and administrative control procedures are already established.
However, the process will be reviewed and clarified as necessary to assure that futurn infornation needed in the EOPs is correctly incorporated.
