APPLICATION OF NRC SAFETY G0ALS IN LICENSING ISSUES Although there is a range of questions to be answered before the recently published NRC Safety Goal Policy Statement can be fully interpreted, there is one step that we believe might be accomplished with minimal effort at this time. That would be to develop a system of tables that indicate the doses to the population that would be compatible with the health effects goals ex-pressed in the Policy Statement.

Such a development would also provide an opportunity for formal application of the health effects models recently updated under the auspices of the NRC Staff.

I Although this is but a small part of the total process, completion of this step would enable those groups conducting PRA studies to more readily inter-pret the results of their efforts in terms of the Safety Goals.

Because we also believe that such action would be beneficial in furthering the use of the goals, we recommend that you consider arranging to have the indicated tables prepared.
