l Gentlemen:

Millstone Nuclear Power Station, Unit No.1 Proposed Revision to Technical Specifications Safety and Relief Valves Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its Operating License, DPR-21, by incorporating the attached proposed change into the Millstone Unit No.1 Technical Specifications.

The proposed technical specification revision is provided as Attachment 1. The proposed change clarifies functional testing requirements for the safety / relief valee position indication system (SRYPIS).

The proposed change revises Spec!!ication 4.6.E.5 to read per operating cycle instead of every 18 months and adds the statement "Due to the inaccessibility of the pressure switches (in the drywell), the functional test shall consist of injection of a simulated signal into the monitoring channel rather than the instrument" to Specification 4.6.E.4. It is not prudent to conduct a drywell entry for the purpose of conducting this quarterly surveillance; hence, this surveillance has historically been performed using a simulated signal. This change merely articulates how the intent of this surveillance requirement has historically been and is being met.

NNECO has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not constitute an unreviewed safety question.

Specifically, the margins of safety as defined in the Technical Specifications Bases are maintained.

In addition, the probability of occurrence or the consequences of a previously analyzed accident have not been increased and the possibility for a new type of accident not previously evaluated has not been created. The proposed change only clarifles how functional test requirements are being met, and does not involve any substantive changes.

NNECO has reviewed the proposed change,in accordance with 10CFR50.92, and has concluded that it does not involve a significant hazards consideration. The basis for this conclusion is that the criteria of 10CFR 50.92(c) are not compromised, a conclusion which is supported by our determination made pursuant to 10CFR50.59. Additionally, the Commission has provided guidance concerning the application of the standards in 10CFR50.92 by providing certain examples (48FR1470, April 6,1933).

The proposed change only clarifies functional testing, and therefore is only l

administrative in nature.

The Millstone Unit No. I Nuclear Review Board has reviewed and approved the attached proposed revision and has concurred with the above determinations.

In accordance with 10CFR50.91(b), NNECO is providing the State of Connecticut with a copy of this proposed amendment.
