Thank you for your letter of July 17, 1986, in response to our letter and the attached Notice of Violation dated June 25, 1986.
As a result of our review, we find that additional information discussing redesign of the foyer to the control room, as discussed with your M. Otto Maynard (during a telephone call l
on August 14, 1986) is needed.
Spectrically, in NRC reports 50-482/84-50 and 85-17 we addressed the need to limit access into the control room (CR) by redesigning the CR foyer to allow paperwork transactions through a bullet resist:ng window.
The focus was on limiting the number of personnel with a "need-to-enter" designation who require personal interaction with assigned CR personnel.
In your letter of March 1, 1985, it appeared to us that you were confirmirg your intent to modify the CR entranceway that would reduce the number of personnel with a need-to-enter the CR.
Our Notice of Violation focussed on the numbers of personnel with access authorization to enter the CR.
Your response reaffirmed an articulated concern we have that you can not reduce significantly the number of personnel with a "need-to-enter" with just administrative solutions.
We require information that will: (1) help close out open item 8517-03, (2) help us understand why you can not further reduce administratively the i
number of access authorizations to the CR, and (3) help us understand how you will reconcile open item 8517-03 with our Notice of Violation.
Please provide the supplemental information within 30 days of the date of this i
letter.
