SUP99Ry STATUS This is the first monthly Progress Report on the Braidwood construction Assessment Program (BCAP). No repdrt was issued in June, 1984. Hence, this report covers the period from June 22 through July 31, 1984.

The Braidwood Construction Assessment Program was Docketed with the u

office of the Nuclear Regulatory Commission, Region III on June 22, 1984. Since that date four (4) primary plans have been prepared and approved. The four plans are the BCAP Overview Plan, the Construction Sample Reinspection Plan (CSR), the Reverification of Procedures to Specification Requirements Plan (RPSR), and the Review of Significant Corrective Action Programs Plan (RSCAP).

been prepared and are in various stages of comment and approval.

j Preparatory research and documentation gathering has begun to support the CSR, RPSR, and RSCAP elements of the BCAP.

i During the period from June 22 to August 1, 1984 the manpower assigned to i

the BCAP effort has risen from eighteen to forty-five personnel. Office i

and clerical facilities have been established at the Braidwood Station to support the anticipated total BCAP Workforce of eighty-two.

7 Actual BCAP manpower totaled forty-five as of August 1, 1984. The Planned manpower was anticipated to have been fifty-five at this time.

This difference is attributable to a shif t in mobilization of. inspection personnel from late July to early August. This change is not expectea to impact the BCAP completion date.

BCAP ELEMIDrf STATUS A.

CSR Status During July, procedures were written to cover inspection and document review activities for the basic Construction Sample Reinspection (CSR) effort. Contacts were made with each contractor to obtain listings of completed safety-related construction systems, components, and structures. Eopulations were defined to cover the complete scope of the inspections. General checklists and instructions are being written for at least one population in each of the four disciplines. Seven checklists are presently in progress and supporting documents are being collected and appropriately marked for each verification package being prepared.

review of these procedures is expected to be completed by August 3, 1984, for final submittal to QA.

i Walkthroughs for each of the four disciplines were completed July 30, 1984. Five preliminary verification packages for use in walkthroughs were prepared for the following items: HVAC duct section, small bore l

l piping configuration, a large bore pipe support, placement of

.6 concrete, and electrical conduit section. The inspector's comments were discussed with each lead inspector. Appropriate corrections will be made to the checklists presently being written for the start of the actual inspections.

CSR manpower presently is 18, which is 5 less than planned. 'The I

I addition of a material engineer and another structural engineer will satisfy the immediate short-term needs. However, it is expected that some additional engineers willibe required to hold the completion of inspections to early December. A detailed plan to complete all inspections within the scheduled 16 weeks is now being prepared.

B.

RPSR Status During this report period (June - July 1984) draft procedures were

. developed to reverify that contractor procedures cover Sargent &

Lundy specification requirements. These procedures are BCAP-41 (RPSR-Identification of Specifications and Procedures), BCAP-42 (RPSR-Preparation of Checklists), and BCAP-43 (RPSR-Review of Procedures). Specifications, including amendments / addenda / revisions, and unincorporated ECN's applicable as of June 30, 1984 to ongoing and future on-site safety-related construction were identified and obtained.

Indices of procedures related to these specifications were requested from appropriate contractors. These indices have been received from on-site contractors and appropriate procedures related to the specifications have been requested. Checklists will now be prepared to check the contents of the contractor's procedures against t0004426 0148J

specification requirements. The staff of the RPSR element increased f

to five by the end of July. Positions filled were the RPSR Supervisor, Assistant RPSR Supervisor, and Lead Structural, j

Mechanical, and NDE Engineers. The Lead Electrical and Mechanical Support Engineers, who will complete the staff, are expected to arrive in early August.

RSCAP Status J

All RSCAP personnel are now on site and indoctrination and training is proceeding. Procedure BCAP-60 (RSCAP Review Methods) was completed and a walkthrough of procedure BCAP-60 was successfully conducted. RSCAP personnel are reviewing the results of the walkthrough and recommending minor modifications to the procedure.

Background information and commitment documents for the programs to

.5.be reviewed are currently being compiled and analyzed.

V.

PROBLEMS / DISCREPANCY FINDINGS A.

Implementation Problems No significant problems have been encountered to cate. Establishment of the BCAP organization and provision of logistical support to BCAP have proceeded smoothly. The minor delays in schedule have been primarily due to the effort required being greater than anticipated.
