Dear Mr. Fenner:

Attached is a copy of the October, 1986, Ohio EPA Discharge Monitor-ing Report for Davis-Besse Nuclear Power Station, Permit Number 21B00011*DD.

Immediately following the PCB incident on August 21, 1986 the settling basins were isolated from the station discharge (0utfall

  1. 001). Sampling at the station discharge continued until September 17, 1986, to verify that no PCB's were discharged to Lake Erie.

Throughout September, the settling basins were isolated and there was no discharge to Outfall #001. Therefore, no PCB analyses were reported.

Starting October 3, 1986, the north settling basin was dewatered, as recommended by the Northwest District Office of the Ohio EPA, through a bed of activated carbon.

From filtration efficiency tests performed the adsorptien of PCB onto the carbon ensured that at no time during the dewatering process was the PCB concentration at Outfall #001 greater than 1 part per trillion.

Sampling of discharge from the south settling basin was performed in accordance with permit requirements with results from the analysis at Outfall

  1. 602 being recorded on the enclosed monthly reports.

Normal operation of the Water Treatment Facility and the settling basins commenced on November 6, 1986.

It will take approximately three weeks to fill the north settling basin and subsequently discharge to Outfall #001. During this period, effluent from the Water Treatment Facility will be sampled to ensure there is no further PCB discharge from the affected sumps.
