Management Meeting On October 27,- 1986, representatives of Kansas Gas and Electric Company met with Region IV personnel in Arlington, Texas, to discuss control room access.

The attendance list is attached as Appendix A to this Summary.

The meeting was held at the request of Kansas Gas and Electric Company.

The management of the Wolf Creek Generating Station wished to discuss the distinction between the need to work and the potential for work as it related to granting access to the control room. This clarification was requested to assist them in closing out a violation concerning the volume of personnel with the authority to access the vital area.

The NRC identified two questions regarding access control that are being referred to Headquarters for clarification.

HISTORY Two Separate Issues Control Room Door l

Number.of people in the Control Room Control Room Door Issue Missile door was being left open to facilitate Control Room traffic.

Open Item 8450-03 was generated (1/30/85). An armed guard was

'to be' posted at the door until the Control Room door modification was completed.

Telecon~2/27/85 - Region IV wanted to see P.O. or blueprints of modification prior to initial criticality and modification completed prior to 100% power or Commercial operations, whichever occurred first.

KMLNRC 85-072 (3/1/85) - KG&E committed to provide plans prior to initial criticality and complete modification by 9/1/86 or Commercial operations, whichever occurred first.

Open Item 8517-03 (Related to 8450-03) required:

Bullet resistant fire rated door 2.

Security devices on new door 3.

Missile door closed during DBE's Telecon 7/22/85 - Region IV notified of modification completion.

Number of People in Control Room Control Room traffic and potential design modification for a pass through window discussed during Region IV inspection.

Unresolved Item 8527-03 (11/15/85) concerning the volume of traffic in the Control Room - Discusses pass through window concept.

April 1986 Security Inspection raised new question concerning the number of people with access to Control Room.

Level IV violation issued in Insp Rpt 86-07 (6/25/86) concerning number of people with access to Control Room.

KMLNRC 86-130 responded to violation stating that KG&E did not agree that a violation had occurred. The response discussed the program in place to keep access at a minimum without Operational impacts.

Telecon 8/14/86 - Pass through window discussed. KG&E stated that the design change had not been cancelled but KG&E had not committed to the design change. This was something that was still being considered, however, it would not satisfy the new concern of the number of people who had access to the Control Room.

NRC letter 10/6/86 requesting additional information.

l Summary Correspondence and Open Items referenced in 10/6/86 letter concerned the' Control Room door modification. This was an unrelated item that was closed in NRC Inspection Report 85-34.

The original Control Room access concern was the number of i

people accessing the Control Room rather than the number of people who had access to the Control Room.

KG&E did take action to reduce Control Room traffic.

i Issue then changed to the number of people who had access to the Control Room.

Violation was issued and KG&E reviewed the access control program and believed it was in compliance with the regulations.

Meeting was requested to discuss the Control Room access issue l

and to obtain a resolution that satisfies the Security and Opcrational requirement for the project.
