Dear Mr. Wylie:
This is in response to your letter to Chairman Palladino, dated December 20, 1985, on the subject of aptitude testing. We are in basic agreement with the key points expressed in your letter. Specifically, we agree that " personnel selection procedures are important to the acquisition of a competent nucl ar
, power plant staff" and that " aptitude testing can be a valuable aid in screening personnel for placement into various nuclear power plant training programs and safety-related job assignments."
Currently, the NRC does not require aptitude testing at licensed facilities.
The NRC's Policy Statement on training and qualifications endorsed INP0's Accreditation Program and deferred NRC rulemaking on training for a two-year trial period. As you pointed cut in your letter, INPD has on plant-specific cases accredited programs which utilize aptitude testing or other screening methods as part of their selection process for trainees.
I am forwarding your letter to litPO to obtain formally their views on your proposal. Also, as part of our evaluation of INP0's Accreditation Program, the staff will consider aptitude testing.
