Dear Administrative Judges:

This is to inform you that. Staff counsel learned late last week that the SER for the South Texas Project will not be published in February,1986 as previously scheduled. The applicant has informed the project manager that a significant non-conservation had been found in the analysis supporting the Auxiliary Feedwater (AFW) system design for the South Texas Project. As a result the applicant's FSAR and proposed technical specifications will have

, to be changed. Publication of the SER for South Texas is contingent upon

- receipt of the proposed FSAR changes and their review. No schedule has been

, set for such a submission, but it presently does not appear that the delay in 1

issuance of the SEE will be long.

The Staff does not believe this delay will affect the filing of testimony, or the dates set for the presently scheduled prehearing conference or the Phase III hearings. Staff testimony should be able to set out the final Staff position on matters relevant to Phase III of the South Texas hearings regardless of the date of publication of the SER.
