WHEHEAS, t.he Pol ice and Fi re Depart ment s of t he Vi l lage of Geneva-on-the-l.ake have examined the Emergency Evacuat. ion Plan for a nuclear accident at t.he Perry Nuclear Power Plant, and WilEREAS, the Governor of t he St at e of Ohio has appointed a committee to examine the adequacy of the Emergency Evacinat. ion Plan, r
NOW, TilEREFORE, BE IT RESOLVED that the Village Council of Geneva-on-the--Lake f
calls upon the Nuclear Hegulatory Commission to consider these requesta:
f SECTION I.
That, t.he Perry Nuclear Power Plant. not he given permission to operate above the "5f. power" until such time as the Fire and Police Departments of the Village of Geneva-<>n-the-l.ake have informed Village Council that. they are satisfied that the Emergency Evaenation Plan for the Village is reasonably cepable df execution, a situat ion which they currently st.rongly feel is not the status of the plan.
SECTION II.
Tha* the Perry Nuclear Power Plant not be given' permission to operate above "5%" power until such time as the committee, appointed by Gevernor Richard Celeste to investigate the adequacy of the Emergency Evacuation Plan, report a favorable finding concerning the status of the plan.
SECTION III.
That the Price-Anderson Act be amended to eliminat.e financial limits on all liabilities.
SECTION IV.
That t his Resolut. ion shall be in force and take effect from and after t he earliest period allowed by law.
i SECTION V.
That t.his Resolution is hereby declaredto be un emergency measure necessary for the immediate preservation of I he publ ic peace, health and safety of the citizens of the Village of Geneva-on-t he-l.ake and l'urt her for the specific reason that it is necessary for this Resolut ion t o be passed t o encourage the immediate review of the emergedcy evacuation plan submitted t.o the Nuclear Regulatory Commission and the State of Ohio.
