This refers to the inspection conducted by Messrs. R. Cilimberg, R. Pettis, J. Thon.as, B. Brown, and Ms. C. Abbate of this office on January 13-17, 1986, of your facility at Camden, New Jersey and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.

Further, your response to the previous NRC inspection report dated December 18, 1985 has been received and reviewed..The results of this review are discussed below.

The puroose of this inspection was to review the fabrication of the fuel and knockout canisters to be used during the defueling and storage of TMI-2 core debris and to review the implementation of the Joseph Oat Quality Assurance Program and quality control procedures with respect to the canisters. Areas examined during the inspection are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspectors.

Production activities associated with the fuel and knockout canisters were observed.

Within the scope of the inspection, the activities reviewed were being performed in accordance with the NRC requirements of 10 CFR Part 21 and 10 CFR Part 50, Appendix B, or the requirements of the Joseph Oat QA program.

In addition as discussed below, corrective actions for previous NRC inspection findings (documented in inspection report 99900251/85-01 dated December 18, 1985) were reviewed.

The corrective action items discussed in your January 20, 1986 response to NRC inspection report 99900251/85-01 dated December 18, 1985 were in place and reviewed by the NRC inspectors during the January 13-17, 1986 inspection.

The corrective actions were promptly implemented and responsive to the concerns stated in the Notice of Violation and to the items of nonconformance contained in the inspection report. All items identified in that inspection report are considered closed; no further information is requested.

Additionally, please note that Nonconformance Item 2, referring to the fit-up procedure in which a steel bar and hammer were used to achieve a concentric fit-up, is hereby withdrawn.

During the recent inspection, the inspectors determined that the fit-up process was being performed in accordance with Joseph Oat fabrication procedures.

This item is discussed further in section E.3 of this report.
