SUBJECT:
ALLEGED HARASSMENT AND INTIMIDATION OF L.K. COMSTOCK COMPANY QUALITY CONTROL INSPECTOR AT BRAIDWOOD (50-456; 50-457)
(AMS NO. RIII-84-A-0119)
On August 17, 1984, a quality control inspector employed by L. K. Comstock Company at the Braidwood Nuclear Station wrote L. K. Comstock Company and complained of harassment and intimidation. The alleger addressed a copy of that letter to the NRC at that time. This allegation was reviewed by the Resident Inspectors and documented in Paragraph 2b of Inspection Report No.
50-456/84-34, dated December 31, 1984 Pertinent information from that report was:
...On September 21, 1984, the inspector met with the alleger and four other quality control inspectors. The five individuals did not provide any specific examples or records substantiating intimidation or harassment. During the cou'rse of the interview, it was revealed the main issue is a morale problem which appears to be related to monetary matters and subjective opinions of poor management..."
A copy of the December 31, 1984, Inspection Report was mailed to the alleger on January 21, 1985, and Region III has not received any follow-up questions or comments on that report from the alleger.
On September 11, 1985, Region III received a series of documents from the U.S. Department of Labor, Wage and Hour Division, Chicago, Illinois, Area Office, for use in another employment discrimination case involving L. K. Comstock at the Braidwood site. (AMS NO. RIII-84-A-0123.) One of the documents was an Employee Personal Interview Statement given on October 18, 1984, by alleger RIII-84-A-0119 in the RIII-84-A-0123 case. That statement concluded:
"...! was asked to falsify documents by Comstock.
I was asked to sign off on work other employees had done. When I refused I was harassed and intimidated.
I was transferred to another department..."

t C.E. Norelius September 13, 1985 Based on the information contained in the Department of Labor statement I have written to the alleger and requested more specific infomation. This was discussed on September 11, 1985, with E. T. Pawlfk, Director. Office of Investigations Region III Field Office, who has agreed to this approach in obtaining information from this alleger. This al'egation file has been reopened in the Allegation Management System and assigned to the Division of Reactor Projects for tracking purposes pending the receipt of the requested infonnation from,the q] leger.
