On September 21. 1964 five L. K. Comstock level III 0. C. Inspectors came to the Senior Resident Inspector's office and stated the concerns as follows:

1. The five inspectors were concerned that the attached agreement (Attachment 1) may be in violation of regulatory reporting requiressents, which they were being required to sign.

In the Senior Resident inspector's opinion this agreement is not in violation of regulatory reporting requirements.

2. Morale was extmeely low or non-existent due to poor suonagement, and one of the five individuals believed the " quality of work" was being

. affected. One of the five. Bruce Brown. believed the " quality of the work" was not being affected. The " quality of the work" refers to inspections by quality control inspectors and not craft work. Of the five inspectors, only one John Seeder. felt that the quality of the work was being affected at this point in time. The other three inspectors felt it could be affected in the future due to morale problems.

The NRC Senior Resident will investigate this issue in a week or two. The delay in the investigation will provide tiew for the test to be voided or not voided, and its' effect on the certification of the inspectors.

of them being Q. C. Supervisors), and statements were made concerning 1

W. L. Forney 2 September 25, 1964 Tapes wem made during the conversation and have been submitted to William Forney. Tapes were made with the agreement of all five quality control insoectors. Overall.there does seem to be a serious morale problem, but it cannot be substantiated that this morale problem affects safety-related installations. Unless specifics can be substantiated, point 1. and 4. do not appear to warrant issuediate regulatory action.

No further action WT11 be taken with regard to items 1. and 4. based on

the lack of specific inforssation, unless directed by NRC management.

Larry Phillips Danny Holley Bruce Brown Don Coss John Seeders Item 3. will be investigated by the Senior Residents at the site, and item 1. requires review by MRC legal personnel at the Glen Ellyn Office.

Commonwealth Edison Site Management was made aware of the morale and

, .- intimidation issues as they were. On two previous recent occasions. but were not made aware of the individuals that expressed the concerns. The enorale and intimidation issues do have
