Dear Mr. Felton:

This is a request under the FreedoN"f Information Act, as amended (5 U.S.C.

5552).

I would like to obtain any and all documents pertaining to the investigation of harassr. ant and intimidation allegations by Comstock Quality Control inspectors (Inspection Report 50-456/85021, 50-457/85022).

This request includes but is not limited to any and all notes, correspondence, memoranda, drafts or other documents in the possession or control of Mr. R. Mendez and Mr. J.H. Neisler and others involved in Inspection 50-456/

85021/50-457/85022 conducted by NRC Region III at the Braidwood nuclear station.

I am one of the attorneys for Business and Professional People for the Public Interest ("BPI").

We are currently involved in the Braidwood operating license proceeding before the Nuclear Regulatory Commission.

We are prepared to pay reasonable costs for reproducing the requested materials.

However, the Act does provide that you may reduce or waive the fees if doing so "is in the public interest because furnishing the information can be considered as primarily benefitting the public."

I believe this request fits that category, and therefore request that you waive any fees.

I believe that the requested documents do not fall within any of the exemptions contained in the Act or in NRC regulations.

Further, there appears to be no need in the public interest to withhold it.

See 24 C.F.R. 515.21.

As provided in the Act, I will expect to receive a reply within ten working days.
