Subj: Investigation of Charges by LK Ccmstock g

On the morning of March 25, 1986, I was called to a meeting with Mr. Robert l
Seltman, CA Manager of LK Ccrnstock to discuss charges of inspecting through paint i
against Mr. Arndt and Mr. Hunter. Present at this meeting besides myself and Mr.
Seitman, was Iarry Bossong, LU 306 Steward; Mike Dougherty, CE)CO; Irv DeWald and Ibny Simile, LK Ccmstock. The charges were discussed and Mr. Seltran asked that the mm be terrtinated based on the investigation they had ccrnpleted. At that time l
I decided that I should discuss this matter with Mr. Arndt and Mr. Hunter, so I arranged for a meeting with them right after the conclusion of the meeting I was in.
l In my meeting with Mr. Arndt and Mr. Hunter, (Mr. Bossong also present) I l
asked them to defend themselves as they said that they did not inspect through l
paint although Mr. Hunter said he may have on scme vendor or other welds. Their I
statements were that they did not inspect through paint. At that time I decided that we should look at some of the welds and we went to the building taking Mike Dougherty - CEI:0 with us. I actually only observed approximately (4) of the total (16) - (appox) hangers involved. Of these, a couple were very ccinplex hangers and I did observe paint on scme of the welds involved and in g opinion the paint did not appear to have been touched-up nor have the appearence of the paint being re-moved frcm the weld areas. These welds had been accepted by Mr. Arndt or Mr. Hunter.
I also observed a weld en a particular hanger that Mr. Arndt had accepted where the paint was rernoved, however therewas mulitiple gouges in the adjacent base metel that at a minimum, should have been noted on the inspection report for that particular hanger and were not.
It is the inspectors responsibility to follow procedures and do inspections as required. LK Ccmstocks procedures do not allow inspections of any weldments through paint and do in fact say that the welds should be clean and free of any material which might affect the inspection-interpertation of the weld.
Upon my return frcm the field, myself and Mr. Bossong stopped in at Mr.
Dougherty's office (he had left earlier) to dicuss our findings. My only thought was "could we find out if the painters had worked these areas since the time of the investigations" even though I believe scoe or nest of what I had observed had not been repainted. Mr. Tony simile was in Mr. Dougherty's. office when Mr. Bossong and I arrived, and Mr. Simile stated at that time that Mr. Arndt and Mr. Hunter were being returned to BESTCO for te r.ination.
Based on this, my observations and the previous. meetings I returned to my office and told Mr. Arndt and Mr, Hunter the situation. By then it was to late in the day for them to properly check-out of the site so I asked the to return the following "crning. At that tine voluntary quit was discussed but was determined that tec.ination i
