Supervisor / Department Head Comments:

Rick has not performed field inspections since October 1903 when his certifications were suspended due to a CECO Audit Concern.

Since that time he has been assigned to many special projects within the QC organization, some of which are clerical in nature. Rick has had problems in the past relating to his peers, although this is not tetally Rick's fault.

Rick's work habits and performance need major improvement. Rick has trouble acceptine constructive criticism and often takes it as a perscnal attack instead of the way it was intended. An example of Rick's problem in dealing with criti-cism and established work rules can be seen in his charge of harassrent (See Exhibit A).

Tne lieno was generated in response to my refusing his request for l

special work hours (See Exhibit B).

The onlv member of mv eroue that works special hours is J. Joyce and this was documented on Exhibit C.

Rick's work performance is below average (See Exhibits D, E. F and G).

Rick's work habits are extremely poor as evidenced by Attachments H, I and J as well as the fact that durine the last 54 work davs of 1984 he was late 14 davs or 26.4*

of the time.

I can not reconmend Mr. Martin for anv salarv increase at this time and feel that unless positive steps are made by Rick to improve his performance and habits, his usefulness within our organization should be seriously questioned.

QC Manager's Comments: A discussion was held with R. Martin on his poor perform-ance and continuous defensive attitude.

Mr. Martin has the opinion that he is able to pick and choose his own work hours, and if he does not get his own way, l

he proceeds to write retaliating speed letters concerning other individuals who are performing their assigned tasks. As et.ated by Mr. Seese, Mr. Martin's certifications have had problems due to his own doing since October 1983.

Mr. Martin was informed that it is managemer.t's right to assign the required task and the task he is presently doing is where he will stay, and that his performance will be watched. Due to instances where I, the QC 1

Manager, have observed him being unproductive and when he noticed me in the area, he immediately swung around and began to work. He was informed that he l

should pay more attention to his task than to what others are doing.

Mr. Martin has had various problems on this site since 1981 when he reported aboard.
