PACIFIC GAS AND ELECTRIC COMPANY'S COMMENTS ON ELECTRONIC STORAGE AND RETRIEVAL OF DOCUMENTS PURSUANT TO THE ATOMIC SAFETY AND LICENSING BOARD'S ORDER DATED APRIL 30. 1987 By memorandum and order dated Aprl) 30, 1987 (" Order"), the Atomic Safety and Licensing Board directed the parties to submit to the Board their comments on the Order on or before May 15, 1987. The Board requested comments on its proposal to capture, in computer readable form, a significant portion of the record for decision in this proceeding. PGandE's comments are provided below.

PGandE believes that a computer searchable record will increase the speed and enhance the capability of the parties and the Board, in finding specific documents and references in the record of proceedings. PGandE supports the Board's intent of storing relevant portions of the record in computer readable form and will cooperate with the Board and the other parties in resolving any obstacles that may arise.

As a first comment to the Board's Order, PGandE wishes to clarify the statement that the " Applicant has access to a range of IBM equipment...."

(p. 5). Although this statement is correct, PGandE's filings in this proceeding are botng prepared on a Nang system. If material is to be filed in

pure ASCII form, PGandE can and will convert the necessary documents from the l

Hang format to the ASCII format. This conversion is a straightforward process and requires relatively little effort. However, the conversion will require 1

additional effort if the converted document must be limited to a specific format, such as established in paragraph A of the Order (p. 5). PGandE 1

suggests, if such detailed specifications of format are not critical to the '

Board's purposes of document storage and retrieval, that any final order issued by the Board not specify such limitations. PGandE notes, also, that certain items such as equations and special symbols may at times occur which could not be converted from Hang into ASCII or be created in ASCII, and the Board should consider how to address these situations as specific needs are identified.

Pursuant to the Order, PGandE is prepared to submit diskettes in ASCII format of the testimony and proposed findings of fact, which we estimate to be approximately 150 pages in total. Additionally, PGandE will prepare, to the extent practicable, diskettes of the exhibits which it intends to introduce. PGandE will also provide a sufficient number of blank disks for purposes of holding a complete copy of the fully indexed data base.

Hith regard to the data base program to be used, PGandE currently has the capability to use ZyIndex, but not Bluefish. PGandE believes that the other parties also may not have the capability to use B'uefish. Therefore, PGandE requests that the Board give further consideration with respect to the particular program to be used for data management.

Finally, PGandE notes that the Board intends to bring to the hearing the indexed data base on a portable Compaq computer for use during the hearing. PGandE believes such a capability at the hearing should enable a reduction in the time needed to search for references. However, to allow for 2-

orderly access and use of this resource by the parties while the Board .

presides over the hearing, PGandE believes that there should be an individual
