Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company (GPC) submits the following information in response to NRC Inspection Report 50-424/87-14 for Vogtle Unit I concerning the inspection conducted by Mr. G. A. Hallstrom of NRC Region II on February 9-13, 1987. One apparent violation was cited for Vogtle Unit 1. A copy of this response to the subject report has been provided to NRC Region II for review.

A transcription of the NRC Notice of Violation (Vogtle Unit 1 only) is provided as Enclosure 1. GPC's response is provided as Enclosure 2.

Concurrent with the inspection of Vogtle Unit 1, Vogtle Unit 2 (NRC Docket 50-425, Construction Permit CPPR-109) was also inspected by fir.

Hallstrom. The Vogtle Unit 2 inspection was discussed in NRC Inspection Report 50-425/87-10. That report was also addressed in the NRC Region II letter dated April 14, 1987 which transmitted NRC Inspection Report 50-424/87-14 for Vogtle Unit 1. Two alleged violations were also cited for Vogtle Unit 2 in the Notice of Violation which accompanied the aforementioned NRC letter. Please be advised that the response to the alleged Vogtle Unit 2 violations will be submitted by separate letter.

Georgialbwer d ENCLOSURE 1 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 RESPONSE TO HRC INSPECTION REPORT VIOLATION 50-424/87-14-01 "10 CFR 50, Appendix B, Criterion XIII, as implemented by FSAR Chapter 17, Section 17.2.13, requires that measures be established to control storage and preservation of equipment in accordance with work and inspection instructions to prevent damage or deterioration.

Georgia Power Company (GPC) Procedure GD-T-17, Revision 5, paragraph 5.1.1 requires, in part, that:

Maintain clean and safe work conditions in all areas. These clean-up efforts include, but are not limited to, timeliness and adequacy of the following:

o Control / removal of litter and garbage, o Removal of scrap material .

Housekeeping applies to areas with work in progress and with permanent materials already in pl ace, as well as storage and maintenance areas.

Contrary to the above, on February 11, 1987, activities were not accomplished in accordance with the above in that abandoned tools and construction debris (including scrap materials) were located such that they could fall and damage vital equipment in Room RA 48 of the Control Building.

This is a severity Level IV violation (Supplement II) Unit 1 only."

Georgia Power 1 ENCLOSURE 2 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 RESPONSE TO NRC INSPECTION REPORT RESPONSE TO VIOLATION 50-424/87-14-01 Admission or denial of alleaed violation:

This event did occur as stated in NRC Inspection Report 50-424/87-14. It should be noted that the reference to Georgia Power Company (GPC) procedure GD-T-17 in the NRC Notice of Violation is inappropriate as that procedure is a GPC Construction procedure used to implement FSAR Chapter 17, Section 17.1. Procedure 00254-C is the GPC Nuclear Operations procedure used to implement FSAR Chapter 17, Section 17.2.13.

Reason for the violation:

This violation occurred as a result of personnel failing to adequately clean and inspect areas, where additional construction work was required, after completion of the work.

Corrective steos which have been taken and the results achieved:

The materials identified in the Inspection Report were removea. In addition, rooms in the Unit I side of the plant were walked down and overhead areas were searched for materials that were left from the construction phase of the subject unit. A small amount of hand tools, empty spray paint cans, styrofoam and paint brushes were found and promptly removed. The original inspection of the work areas was conducted using plant housekeeping procedure 00254-C. Subsequent to the violation being identified, a review was made of the subject procedure to

ensure that it was adequate with respect to inspection of areas over safety-related equipment.

Corrective steos which will be taken to avoid further violations:

The construction turnover process for Unit 1 is complete. Accordingly, additional corrective actions are not necessary since Nuclear Operations proceduras and resources are in place which should prevent recurrence of this violation at the subject unit.

Date when full como11ance will be achieved:

Full compliance has been achieved. Unit 1 has been inspected for similar conditions to those identified in this violation and any discrepancies

, noted were corrected. Materials identified in the Inspection Report and l those identified by plant personnel during the aforementioned walkdowns

! were removed from Unit 1 as of February 23, 1987.
