Docket No. 50-341 Subiect:
-PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 This is to inform the Consiission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of On Hundred Thousand Dollars
($100,000) will be issued on or about May 14, 1987 to The Detroit Edison Company for its Fermi 2 facility. This action is based on significant deficiencies in the implementation of the surveillance testing program. The violations involved the lack of control of plant equipment availability during testing activities, inadequate scheduling of a surveillance test, and deficiencies in test procedures and personnel errors in the performance of test activities. Some of the violations impacted on technical specification limiting conditions for operations.
It should be noted that the licensee has not been specifically infomed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:
Mailing of Notice May 14, 1987 Telephone Notification of Licensee May 14, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Michigan will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
