This refers to the inspection conducted by Mr. R. H. Lasky of this office on September 2-5, 1986, of your facility at Huntsville, Alabama and to the discussions of our findings with members of your staff at the conclusion of the inspection.

The purpose of this inspection was to perform a technical evaluation of your equipment qualification activities for safety-related equipment. Areas examined during the inspection and our findings are discussed in the enclosed report.

Within these areas, the inspection censisted of examination of procedures and representative records, interviews with personnel, and observations by inspectors.

Although we did not identify specific instances where your testing violated programmatic or procedural requirements, we are concerned that the documented anomalies in the test program for Target Rock SRV air operator and dual solenoid valve assemblies may adversely affect the operability of this equipment. Since the affected parts of this equipment appear to be cutside the defined test specimen interface, we will review the ultimate disposition of these anomalies with the suppliers / users of this equipment.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
